Humphries Automotive economic development target area • New Business • General Comments • Adjournment Mike Latchaw – Council – January 2026 Lindsey Cuneo – Mayor – January 2026 Brian Donahue – Mayor – January 2026 Amy McCurry – Council – January 2026 Open – Mayor – January 2026 Penny Stevens- School Alexandria Redevelopment Commission June 23, 2025 Call to Order: This meeting of the Alexandria Redevelopment Commission at Alexandria City Hall, was called to order at approximately 5:30p.m. by President Mike Latchaw. The members present were Amy McCurry, Brian Donahue, Penny Stevens, and Lindsey Cuneo. Economic Development Director Alan Moore, and City Attorney Syndney Darnell were also in attendance. Approval of Minutes/Treasurer’s Report: The minutes from June 2, 2025 were approved. Brian Donahue made the motion, Amy McCurry, second. All in favor, motion passes. The minutes were signed by Mike Latchaw, President. Alan Moore provided the Commission with the June invoice from CED for $1291.25. Brian Donahue made a motion to approve, and Amy McCurry seconded. all in favor, motion passed. Brian Donahue inquired about the current balance. Per Alan Moore, the “spring draw” (property tax) is due to be in our account tomorrow. No additional information was provided. Resolutions: NONE Old Business: Business Park Update- Alan Moore advised the commission that due to a non-disclosure agreement, there was information that could not be provided; however, they met with someone who has an interest in the business park. He wanted the commission to be aware that Baker Tilley is “helping to structure a deal without putting the city in financial trouble” therefore there could be an invoice received for their work. Rob Sparks stated to Alan that “there would be no additional fees for their help with any of the costs.” Due to the NDA there was not much information that could be provided; however, Brian did point out that water and sewage would be the only two utilities the city would provide, with the annexation, and inquired about the impact or overload on the system. Property Request: Alan Moore provided the commission with two documents regarding property located at 0 Pennsylvania Avenue; Alexandria IN. The property consists of two separate lots: 4805-13-403-090.000-022 4805-13-403-088.000-022 Both documents obtained quoted the current value at $4000.00. Alan Moore asked for a motion to be able to publish the property for sale in the amount of $4000.00 with the purpose being, to build a residential house. Discussion was had regarding time frame, and Lindsey Cuneo made a motion to publish selling the property for $4000.00 to build a residential house that must be built within two years. Brian Donahue seconded, all in favor, motion carried. New Business: none General Comments: Brian Donahue asked about the commission and their role with nonprofits. Is this an area where donations can be made to help cover costs, such as roofs? Sydney will be happy to provide additional information once obtained, to see if this is a possibility. Mike Latchaw asked about Residential Housing Development, and what would that consist of for Alexandria RDC? This is something Sydney is happy to look into as well, and report back to the commission. Discussion was once again had regarding the following properties: JAM building, no additional information. Willows: This property is owned by an out of state individual. Washington & Canal: Alan has provided Rachel Martin and Bill Marling with contact information for this out-of-state owner. They have not had success in reaching this individual. John’s Diner: Alan advised it was recently purchased by an out-of-state investor. There was discussion made that we need to further review what steps need to be taken to not allow this to continue to take place, or that requires the property owners to care for their properties. Next meeting: Monday July 28, 2025, 5:30 pm at Alexandria City Hall. Adjournment: Lindsey Cuneo made the motion to adjourn, and Brian Donahue seconded.
