MAYOR Eileen Tesch COUNCIL MEMBERS Michael Bembas, Mayor Pro Tem Jim Osieczonek Corey Blair Terry Stoneburner Raymond Martin Mark Thompson CITY OF ALGONAC REGULAR CITY COUNCIL MEETING Tuesday, February 20, 2018 7:00 p.m. City Council Chambers, 805 St. Clair River Drive Algonac, MI 48001 Minutes as approved 3.6.18 Meeting called to Order Mayor Tesch called the meeting to order at 7 p.m. Roll Call Present: Bembas, Blair, Martin, Osieczonek, Stoneburner, Tesch, Thompson Absent: None Other: City Manager Denice Gerstenberg, Sam Boelke, Irene Bird, Wanda Edie, Marilyn Genow, Ron Schwark, Jim Tesch, Jean Bissett Nancy Minhinnick, Lt. Andrew Perodeau, Sarah Crothers, Deputy Landon, Bill Gratopp, Ray LaDochi Moment of Silent Prayer Mayor Tesch called for a moment of silent prayer. Pledge of Allegiance Mayor Tesch led the Pledge of Allegiance Presentations 2.20.16_CC Minutes 1 Lt. Andy Perodeau, Commanding Officer of the Neah Bay attended to receive the artwork from Brady Harris. Historical society members were present as well. Public Comment Nancy Minhinnick - asked questions of the rezoning and voiced her displeasure with the project. Ray LaDochi 1545 State Street, said his main concern regarding the rezoning is where is the water going to go. He’s also concerned about the safety issue of no sidewalks. City Manager’s Report City Manager read brief report. Consent Agenda Motion by Thompson; supported by Stoneburner to approve the consent agenda as presented. Motion Carried. Unfinished Business None New Business CO#02.10.18 to approve the Special Events Permit for the Algonac Lions Club Pickeral Tournament. Motion by Thompson; supported Blair to approve the Special Events Permit for the Algonac Lions Club 80th Annual Pickerel Tournament and waive the fee for the electrical permit. Motion Carried. CO#2.11.18 to consider adoption of Ordinance 2018-01 that would amend the zoning ordinance of the city of Algonac by rezoning certain parcels north of Golfview and west of Mill Street from R-1 to R-2 One Family Residential Motion by Osieczonek; supported by Martin to consider adoption of Ordinance 2018-01 that would amend the zoning ordinance of the city of Algonac by rezoning certain parcels north of Golfview and west of Mill Street from R-1 to R-2 One Family Residential. Motion carried. 2.20.16_CC Minutes 2 Roll Call Ayes: Blair, Martin, Osieczonek, Stoneburner, Tesch, Thompson, Bembas Nays: None. CO#02.12.18 to approve emergency repairs at the water plant in the amount of $1,445. Motion by Thompson; supported by Martin to waive the bid process and approve payment for emergency repairs at the water treatment plant to Boulier Heating and Cooling, whose address is 5878 Springborn Road, China Twp, MI 48054 in the amount of $1,445.00. Motion Carried. Roll Call Ayes: Martin, Osieczonek, Stoneburner, Tesch, Thompson, Bembas, Blair Nays: None Accounts Payable CO#2.13.18 to approve accounts payable and payroll in the amount of $195,490.18 Motion by Thompson; supported by Blair to approve accounts payable and payroll in the amount of $195,490.81 as presented. Rocket Enterprises Flag Service Contract 4. Library Board Appointment Council Comment Thompson Thank you for coming. See you all at the awards dinner. We take this job very seriously all seven of us. It wasn’t a light decision. There have been some good points brought up that will be addressed when the site plan is submitted. 2.20.16_CC Minutes 3 Martin Regarding the Decorations Committee, it was said there were 15 people there – three were council, the city manager, the city clerk – that leaves 10 interested residents. I was hoping there was more interest in our future plans. We’re still looking for volunteers if anyone is interested. Stoneburner I just wanted to mention last Saturday was the wonderful Valor dinner. They made enough money to cover their costs and purchase an AED for another Veterans Hall despite the freezing rain, which is a wonderful thing. Bembas The decorations committee went well. There were more people on FB that came to the meeting. I liked the ideas mentioned and pictures we saw of things we can do. It will cost some money and we’re going to look at ways to raise the money. I will reach out and keep people notified. I want to thank Council for approving the Pickeral Tournament – this will be our 80th anniversary and we’re having fireworks on both Friday June 29 and Saturday June 30th to celebrate. Blair Thanks for coming out. Osieczonek I wanted to reiterate what Councilman Thompson said. We understand that changing that area and making it a neighborhood is going to forever change the landscape of Algonac. This decision was not made lightly. We’ve all weighed the pros and cons and we all came to our decision individually. I just want people to know it wasn’t rubber stamped by any of us. Tesch I attended all the Planning commission meeting regarding the rezoning. I had extensive conversations with Rocky Gillis. God Bless him because he spent hours and hours researching and bringing the information to the rest of the committee. I just can’t give him enough accolades and the rest of the planning commission, too. It’s difficult for all of us. We want to make everyone happy but we have to make decisions and sometimes they’re not going to be popular. But we’ll work with the developer and the contractor and the planning commission on the site plan and we will do what we can to make sure it is a class A project and all your concerns are addressed.
