MAYOR Eileen Tesch COUNCIL MEMBERS Michael Bembas, Mayor Pro Tem Jim Osieczonek Corey Blair Terry Stoneburner Raymond Martin Mark Thompson CITY OF ALGONAC REGULAR CITY COUNCIL MEETING Tuesday, July 24, 2018 7:00 p.m. City Council Chambers, 805 St. Clair River Drive Algonac, MI 48001 Minutes Meeting called to Order Mayor called the meeting to order at 7 p.m. Roll Call Present: Bembas, Blair, Martin, Osieczonek, Stoneburner, Tesch, Thompson Absent: None Other: City Manager Denice Gerstenberg, City Clerk Sam Boelke, Karen Cole, Jim Tesch, Michelle Landry, Diane Chmielewski, Rocky Gillis, Mary Gillis, Ron Schwark, Gale Anthony, Jacob Skarbek, James Goukis, Shelby Hope, Kim Blair, Sheriff Tim Donnellon, Deputy Joel Landon, Dawn Davey, Ron Davey Moment of Silent Prayer Mayor called for a moment of silent prayer. Pledge of Allegiance Mayor led the Pledge of Allegiance Presentations St. Clair County Sheriff Tim Donnellon presented the Algonac Activity Report for Jan- June 2018 Dawn Davey received the Nice Neighbor award 7.24.18_CC Minutes 1 Public Comment Ron Schwark expressed his gratitude to the community and Algonac city council for the great “Free for All” Wednesday program and the Music in the Park program on Thursday this summer. Next year’s planning will include more family friendly events on Wednesday. He’s glad to see all the activities this year. City Manager’s Report City Manager presented a brief report. CO#7.13.18 Approval of Consent Agenda Motion Thompson; supported by Blair to approve the consent agenda as presented. Motion Carried. Unfinished Business None New Business CO#7.14.18 to approve Special Events Permit & Resolution for Waterfront Beer, Wine & Cocktail Festival Motion by Stoneburner; supported by Thompson to approve the Special Events Permit and Special Resolution No. 18-8 to suspend enforcement of Code Section 28- 4 as to alcoholic liquor only in Riverfront Park during the Waterfront Beer, Wine & Cocktail Festival event on August 25, 2018 beginning at 6:30 p.m. Motion Carried. Roll call: Ayes: Blair, Martin, Osieczonek, Stoneburner, Tesch, Thompson, Bembas Nays: None CO#7.15.18 to Accept Planning Commission Resignation: Linda Koch. Motion by Blair; supported by Osieczonek accept the resignation of Linda Koch from the Planning Commission, effective 7.24.18. Motion carried. CO#7.16.18 to Approve EDA Annual Membership Dues: $2,055. Motion by Thompson; supported by Stoneburner to approve payment of annual membership dues to the Economic Development Alliance (EDA) of St. Clair County for the fiscal year July 1, 2018 – June 30, 2019 in the amount of $2,055. Motion carried. 7.24.18_CC Minutes 2 Roll call: Ayes: Martin, Osieczonek, Stoneburner, Tesch, Thompson, Bembas, Blair Nays: None CO#7.17.18 to Approve Door Control Box for City Hall Entrance: $1,540 Motion by Blair; supported by Thompson to approve purchase of the Dorma ED700 controller box from Door Closers USA, whose address is 4960 S. Gilbert Road, Suite 1-277, Chandler, AZ 85249 at a cost of $1,540. Motion Carried. Roll call: Ayes: Osieczonek, Stoneburner, Tesch, Thompson, Bembas, Blair, Martin Nays: None CO#7.18.18 to Approve Letter of Commitment re: Drinking Water Monitoring Motion by Stoneburner; supported by Thompson to approve participation of the city of Algonac in the Huron to Erie Corridor Drinking Water Monitoring Program and direct the city manager to sign the letter on behalf of the city. Motion carried. Roll call: Ayes: Stoneburner, Tesch, Thompson, Bembas, Blair, Martin, Osieczonek Nays: None CO#7.19.18 Accounts Payable Motion by Thompson; supported by Blair to approve accounts payable and payroll in the amount of $800,920.46 as presented. Algonac Asset Award Council Comments Martin Thanks to Sheriff Donnellon and the deputies for all they do for us. Congratulations to Dawn on her award. 7.24.18_CC Minutes 3 Stoneburner Thanks for coming out tonight. I’ve got the Cutest Pet Contest certificates with me - see me after the meeting. Bembas Thanks to Sheriff’s department and congratulations to Dawn. Thanks to Ron Schwark for offering to help with the Lions Field entrance and thanks to Jake for his landscape work on the VFW Memorial This is a good community with lots of people who contribute a lot of time. Osieczonek Thanks to the Sheriff and congratulations to Dawn. He would like to recognize Mark Thompson who was recently recognized by the Historical Society for all his volunteer time there. Blair Thanks to everyone for outing come tonight. Tesch Upcoming events are the Free for All Wednesday in Clay and Music in the Park on Thursday.
