Meeting called to Order
Mayor Stoneburner called the meeting to order at 7 p.m.
Roll Call

Moment of Silent Prayer
Mayor Stoneburner called for a moment of silent prayer.
Pledge of Allegiance
Mayor Stoneburner led the Pledge of Allegiance
Approve Agenda
Motion by Gillis; supported by Blair to approve the agenda as presented. Motion
carried.

Mr. Blair presented an Algonac Asset award to Angela Rochon.
Public Comment
Ron Schwark, 737 Townsend, thanked everyone for their support of the Algonac
Clay Foundation’s Gatsby Gala.
City Manager’s Report
City Manager Denice Gerstenberg presented a brief report.
Consent Agenda
Motion by Meldrum; supported by Skarbek to approve the consent agenda as
presented. Motion carried.

New Business
Set date for budget public hearing: May 21, 2019.
Motion by Bembas; supported by Blair to set the 2019-2020 Budget Public Hearing
date as May 21, 2019. Motion carried.
Set date for budget study session: April 9, 2019.
Motion by Gillis; supported by Martin to set the 2019-2020 Budget Study Session for
April 9, 2019 at 6:00 p.m. Motion carried.
To introduce an ordinance to amend the fireworks ordinance to comply with
new state law.
Motion by Blair; supported by Skarbek introduce an ordinance amending Chapter
20 “Fire Prevention and Protection,” Article IV “Fireworks” to the extent permitted
by the Michigan Fireworks Safety Act. Motion carried.
To adopt resolution #2019-03 - Pavement Warranty Program.
Motion by Gillis; supported by Bembas to Adopt resolution #2019-03 adopting a
local pavement warranty program as required by the state of Michigan. Motion
carried.
To adopt resolution #2019-04 - Implement Pavement Warranty Program.

Motion by Blair; supported by Skarbek to adopt Resolution #2019-04 implementing
a local pavement warranty program as required by the state of Michigan. Motion
carried.
To approve purchase of Heath Sure-Lock Pipe & Cable Locator: $4,029.95
Motion by Meldrum; supported by Bembas to approve payment of $4,029.95 to USA
Blue Book, whose address is 3781 Bur Wood Drive, Waukegan, IL 60085, for the
Sure-Lock All ProPipe & Cable Locator. Motion carried.

To approve 2019 Season Music in the Park Invoice: $ 1,200
Motion by Skarbek; supported by Bembas to approve payment of $1,200 to Clay
Township, whose address is 4710 Pte Tremble, Algonac, MI 48001 for 2019 Music
in the Park. Motion carried.

To introduce an ordinance to amend the open burning ordinance to permit
campfires.
Motion by Blair; supported by Bembas to introduce an ordinance to amend Chapter
20 “Fire Protection and Prevention,” Article III “Open Burning,” Section 51 from
“Exemptions” to “Campfire Exemptions.” Motion carried.
Accounts Payable
Motion by Skarbek; supported by Blair to approve accounts payable and payroll in the
amount $174,952.62. Motion carried.

Council Comment
Blair
I had a roaring good time at the Gatsby Gala last week. It was a fabulous time.
Thanks to everyone who helped plan that. Thanks to the DPW for their continued
work during all this rain and snow. Looking forward to the Boards and Commission
dinner next week.
Gillis
Thanks for coming out today. The Gatsby Gala was a fun. Everyone in my family had
a good time. Kids in Distress have a drop box now at Lions Hall across from Millside
Elementary.
Bembas
Great Gatsby was great. The Cinco de Mayo event is next. All the proceeds to go the
Algonac Clay Foundation and they put the money straight back in the community.
We’re working on more events; the Easter Egg Hunt is April 13th.
Meldrum
Thanks for coming tonight and congratulations to Angela. I just want to say I can’t
clap anymore. It’s not that I don’t want to, I can’t.
Martin
Thanks to Angela for being the kind of person she is.
Skarbek
Thanks for coming out and thanks to the DPW for their hard work.
Stoneburner
Congratulations to Angela and her husband Louie who I’m sure had his hand in it
somewhere. We have lots of upcoming events: Bourbon tasting on Feb. 20th at Club
Capri, Program at the library on Feb. 21st, a trip to Greektown on Feb. 23; FEMA will
give a talk on flood on Feb. 26th and on the 27th the high school is having a concert.
Congratulations to our fire department for their second place finish in the recent
chili cookoff.
