Others Present: Assistant City Manager/Fire Chief Joe Doan, City Clerk Lisa Borgacz, Paul Muscat, Cortis Brothers Trucking & Excavating. Moment of Silent Prayer Mayor Gillis called for a moment of silent prayer. Pledge of Allegiance Mayor Gillis led the Pledge of Allegiance. Approve Agenda Motion by Blair, supported by Martin to approve the agenda as presented. Motion carried. Presentations a. Nice Neighbor Award Councilman Carter presented the award to Paul Muscat, Cortis Brothers Trucking & Excavating, for the tremendous support they give in the city. Public Comment 3.21.2023 CC Minutes 1 Eileen Tesch, 145 Channelsyde, commented on a letter she sent to Sheriff Mat King regarding the constitution, the 2nd Amendment and gun laws. Unfinished Business None New Business To adopt Resolution #2023-07 supporting submission of grant application to the Michigan Recreation Passport Fund for Lions Field Park Pathway. Motion by Davey, supported by Harris to adopt Resolution #2023-07 supporting submission of grant application to the Michigan Recreation Passport Grant program for Lions Field Park Pathway. Motion by Blair, supported by Martin to approve the Milford Jackson Testamentary Trust account summary and authorize the city manager to sign the waiver and consent form on behalf of the city. Motion carried. 3.21.2023 CC Minutes 2  To approve the terms of purchase of road salt thru the MiDeal program for the 2023-2024 winter season. Motion by Carter, supported by Harris to authorize DPW Foreman Joe Vernier to formally execute an agreement with MiDeal to purchase road salt for the 2023-2024 season. Motion carried. To approve emergency water main repair at 1755 Michigan. Motion by Blair, supported by Davey to approve payment to DeLude Construction, Inc., whose address is 5727 Remer Road, China, MI 48054 for emergency water main repair at 1755 Michigan in the amount of $7,360.00. Roll Call Ayes: Blair, Carter, Davey, Gillis, Harris, Martin, Bembas Nays: None Motion carried. To approve emergency water service line repair at 1616 Saint Clair Blvd. Motion by Blair, supported by Carter to approve payment to DeLude Construction., Inc., whose address is 5727 Remer Road, China, MI 48054 for emergency water service line repair at 1616 Saint Clair Boulevard in the amount of $2,850.00. Motion by Davey, supported by Martin to adopt Local Governing Body Resolution for Charitable Gaming Licenses Resolution #2023-08 recognizing Youth for the Future as a non-profit organization with the city of Algonac. Items for Next Agenda • Special Event/Donut Dash • Water Plant Air Compressor Council Comment Bembas Asked that any Councilmember who received a letter from a resident to please forward it to all members. He stated the clothes bank at First Evangelical Lutheran Church was going well and is open on Mondays from 10:00 am-2:00 pm. They could use some totes, sizes 32 mens and 5T boys. The Post Office Food Drive is coming up in May, and he asked to keep cereal and pancake mix in mind as a donation. Blair Thanked Cortis Brothers for all they do for us in our city. They are everywhere all the time; he knows how active you are in the community. Carter Also thanked Cortis Brothers for all they do. Davey Announced Inclusive Rec being held on Wednesdays from 3:30 pm-4:30 pm at the Lion’s Hall. This is an opportunity for all kids to do arts and crafts for an hour afterschool. All are welcome to take part or help out. Harris Congratulated Cortis Brothers for all you do, adding it is a well-deserved award. Martin Stated that besides the donations, equipment, time and effort that we have received from Cortis Brothers, we have had past construction projects that have been completed on behalf of the citizens, and they are always a job well done. Gillis Thanked Cortis Brothers, and said we appreciate everything you do for the community; it doesn’t go unnoticed. The Adult Pinewood Derby event was a fun night and helped raise $1,000 for local scouts. The Algonac Clay Community Fund grants are now open for all local non-profits that are located in Algonac and Clay. Grant applications are available at Northstar Bank. Awards will be presented at a music in the park event in June. Since inception in 2004, they have given over $100,000 to our local non-profits. Submitted by: Denice A. Gerstenberg, City Manager Summary Youth for the Future has submitted a Special Events Permit request to hold the Algonac Donut Dash SK on Saturday, April 22, 2023. The event will run from 7:00 a.m.-10:00 a.m. and will take place throughout the city. Registration will begin at 7:00 a.m. at Smith Recreational Field, where the race will start and end. Proceeds from the event will provide scholarships for local high school seniors. The permit application and all required documentation has been received and has been approved by administration. The safety and security plan has been approved by the St. Clair County Sheriff. The following events are also happening on April 22: • Algonac Alive M29 Adopt a Highway Spring Clean Up which starts at in the city hall parking lot at 10:00 a.m. • Algonac Clay Historical Society/Women's Life Murder Mystery Fundraiser at Little Camille's by the Green at SPM.
