Item No: 7c Meeting: 11.14.2022 Business of the Algonac City Council Agenda Statement Item Title: Adoption of Organizational Rules Submitted by: Denice Gerstenberg, City Manager Summary According to City Charter, the City Council shall determine its own organizational rules and order of business. Attached is a copy of the proposed 2022-2024 Organizational Rules, which include minor changes as suggested by administration: Rule 2: Regular Meetings - Change Council meeting time from 7:00 p.m. to 6:00 p.m. Rule 3: Special Meetings - language removed to meet Open Meetings Act requirements; closed session language no longer relevant. Rule 5: Citizen Communication - grammatical corrections. Rule 6: Order of Business - updated order and added item d. Miscellaneous Business to Consent Agenda. Rule 9: Content of Minutes - remove last line due to cost. According to Roberts Rules of Order, "the consent agenda allows members to vote on a group of items without discussion. This is a good way to dispose of business that is noncontroversial." Approving the minutes, paying bills, departmental reports, communications and notices, recurring events such as Independence Day fireworks permit and Halloween Trick or Treat hours are examples of noncontroversial business. Any councilmember who wishes to discuss and vote on an issue separately would request to remove the item from the 9. Consent Agenda, and add it to item 11. New Business during item 5. Approve Agenda. Suggested Action: MOVED BY: SUPPORTED BY: RESOLVED, to adopt the City of Algonac City Council Organizational Rules effective November 14, 2022 through November 11, 2024, as presented. Approved/Denied
