There will be no separate discussion of Nelissa Serna these items unless a member of the governing body so requests, in which Deputy City Clerk event the item will be removed from the Consent Agenda and voted on separately. 5.1 Discuss, consider, and act upon approval of City Council Minutes for the June 16, 2026 City Council Meeting. 5.2 Delivery and submission of the City Manager's Fiscal Year 2025- 2026 Revised City of Alice Budget and Fiscal Year 2026-2027 Proposed Budget and causing publication of notice of public hearing. 6. INDIVIDUAL CONSIDERATION 6.1 Discuss, consider and act upon accepting $44,000.00 from Jim Wells County for the purchase of the Gateway Communication System that will allow county connectivity for Emergency communication for all Emergency Services throughout the County and authorizing City Manager and Chief of Police to sign any and all documents. 6.2 Discussion with Patrick Hall, Auditor with P. Andrew Hall, LLC regarding the City of Alice 2024-2025 Annual Comprehensive Page 1 of 4  Financial Report for the Fiscal Year Ended September 30, 2025. 6.3 Discuss, consider, and take action on approving and adopting a Resolution Requesting Financial Assistance from the Texas Water Development Board through their Water Supply and Infrastructure Grant and authorize City Manager to sign any and all documents necessary. 6.4 Discuss, consider, discuss and take action on authorizing City Manager Esparza to execute the Water Rights Affidavit for the Texas Water Development Board’s Water Supply and Infrastructure Grant. 6.5 Discuss, consider, and act upon authorizing City Manager Michael Esparza to execute the Application Affidavit for the Texas Water Development Board’s Water Supply and Infrastructure Grant. 6.6 Discuss, consider, and act upon (a) approving updates and amendments to the City's Financial Policies and Procedures for Federal Grant Contracts to govern the receipt, disbursement, accounting, and management of all City and grant funds in accordance with applicable federal and state laws, regulations, and grant requirements and; (b) authorizing the City Manager and/or Finance Director to implement, administer, and ensure compliance with the adopted Financial Policies and Procedures for Federal Grant Contracts. 6.7 Discuss, consider, act upon (a) adopting grant oversight policies and procedures per the General Land Office (GLO) required labor standards compliance and; (b) authorizing City Manager and Finance Director to comply with said policy and procedures. 6.8 Hear status report on June 2026 Month End Financial Statements, Summary of Funds, and delivery of June 2026 check registers. 7. EXECUTIVE SESSION In accordance with Texas Government Code, Chapter 551, Subchapter D, the City Council will now recess into Executive Session (closed meeting) to discuss the following: The City Council may enter into Closed or Executive Session to discuss the following pursuant to: CONSULTATIONS WITH ITS ATTORNEY; TEX. RETURN TO OPEN SESSION Return to Open Session and take any action necessary as a result of discussions in preceding Agenda Item No. 7.1 and 7.2, pursuant to Texas Government Code § 551.071: CONSULTATIONS WITH ITS ATTORNEY; TEX. GOV’T CODE ANN.§ 551.071 8.1 Discussions with Attorney Mark Brodeur regarding Multi-Use Facility litigation. 8.2 Discussions with AttonreyAnderson Alexander regarding PFAS litigation. 9. ADJOURNMENT Agenda Items: All items on the agenda are for possible discussion and action. Council may vote and/or act upon each of the items listed on this Agenda. One agenda item will be discussed at a time, in the order determined by the mayor, unless logic and practical considerations allow similar topics to be considered together for purposes of convenience and efficiency. Consent items are non- controversial and will be voted on in one motion unless a councilmember asks for separate discussion. Executive Sessions: The City Council for the City of Alice, Texas, reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any of the matters listed above as authorized by Government Code Sections -- 551.071 (Consultation with Attorney), Private consultation with city attorney regarding pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this Chapter -- 551.072 (Deliberations about Real Property) -- 551.072, A governmental body may conduct a closed meeting to deliberate the purchase, exchange, lease, or value of real property if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person - 551.073 (Deliberations Regarding Prospective Gift) -- A governmental body may conduct a closed meeting to deliberate a negotiated contract for a prospective gift or donation to the state or the governmental body if deliberation in an open meeting would have a detrimental effect on the position of the governmental body in negotiations with a third person -- 551.074 (Personnel Matters), This chapter does not require a governmental body to conduct an open meeting to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee; or to hear a complaint or charge against an officer or employee. The first section does not apply if the officer or employee who is the subject of the deliberation or hearing requests a public hearing -- 551.076 (Deliberations about Security Devices) -- 551.087 (Economic Development) This chapter does not require a governmental body to conduct an open meeting: (1) to discuss or deliberate regarding commercial or financial information that the governmental body has received from a business prospect that the governmental body seeks to have locate, stay, or expand in or near the territory of the governmental body and with which the governmental body is conducting economic development negotiations; or (2) to deliberate the offer of a financial or other incentive to a business prospect described by Subdivision (1).
