City Council

The City Council of the City of Alvord, Texas met in special session on Thursday, March 281\ 2024, in the Council Chambers of City Hall. The meeting was called to order at 6:06 p.m. and a quorum was present. Mayor Caviness was present and presiding with Council Member Hatzenbihler, Mayor Pro-Tern Sherwood, Council Member Quintana, and Council Member Ballinger. Also in attendance were City Administrator Troy Gregg, Assistant City Administrator Martha Nivens, City Secretary Delise White, and City Attorney Jim Shepherd and City Engineer Mark Hill. There were 4 people in attendance from the public. Council Member White was absent. Council Member Andrew Ballinger gave the invocation and the Pledge of Allegiance to the American flag was recited. CITIZENS FORUM No one requested to speak during this time. PUBLIC HEARING 1. Public hearing to receive feedback on our community's housing and community development needs in accordance with the 2024 TDA Downtown Revitalization Program. Public Hearing was opened at 6:08 p.m. No one requested to speak at this time. Public Hearing was closed at 6:08 p.m. 2. Conduct Public Hearing to receive comments for or against a proposed residential subdivision located on the property described as a 2.163 acre tract of land situated in the James Pinchback Survey, Abstract No. 674, City of Alvord, Wise County, Texas. The applicant is Sammy Rangwala Public Hearing was opened at 6:09 p.m. Mayor Pro-Tern Sherwood asked if they were tearing down the current house on the property or keeping it. The representatives for Savoy Heights stated it was staying. A citizen asked if the property was going to have houses or apartments due to concern about rent houses. The representatives stated there would be 6 additional houses that would be put up for sale. Marak Hill mentioned that Lemay St would stop at Ard Ave. Troy asked about the water line that runs along the south of Shankle because it is shallow. Mark gave suggestions on how to fix it which included concrete cap to protect, lowering the line, or no parking ordinance. Mayor Pro-Tern Sherwood asked about addresses for the two southern lots. Mark was unsure as it depends on where the driveways will go. There was no other discussion. Mayor Pro-Tern Sherwood made a motion to approve the plat at 210 Shankle. Council Member Hatzenbihler seconded the motion. All votes were yes. The motion carried. The public hearing was closed at 6: 19 p.m. NEW ITEMS FOR CONSIDERATION AND APPROPRIATE ACTION 1. Discuss and consider the designation of a Downtown District in compliance with the City of Alvord's 2024 Texas Department of Agriculture TxCDBG Downtown Revitalization Program (DRP) application. Troy informed Council where areas are to be designated and provided maps of designated downtown area and designated blighted area. There will be sidewalks put in and new lights if the City is awarded the Grant. Council Member Hatzenbihler made a motion to approve the designation of a Downtown District in compliance with the City of Alvord's 2024 Texas Department of Agriculture TxCDBG Downtown Revitalization Program (DRP) application. Mayor Pro-Tern Sherwood seconded the motion. All votes were yes. The motion carried. 2. Discuss and consider the designation of a blighted area within the City of Alvord's Downtown District in compliance with the City of Alvord's 2024 Texas Department of Agriculture TxCDBG Downtown Revitalization Program (DRP) application. Discuss and authorize the submittal of a 2024 TxCDBG Downtown Revitalization Program (DRP) application to the Texas Department of Agriculture, agreeing to comply with programmatic requirements and committing matching funds. There was no discussion on the item. Mayor Pro-Tern Sherwood made a motion to authorize the submittal of a 2024 TxCDBG Downtown Revitalization Pn;,gram (DRP) application to the Texas Department of Agriculture, agreeing to comply with programmatic requirements and committing matching funds. Council Member Ballinger seconded the motion. All votes were yes. The motion carried. 4. Tabled - Discuss and take appropriate action on Service Agreement between Simpson Fire Fleet Solutions and Alvord VFD City Attorney Jim Shepherd stated that he went over the contract with Troy to work with Simpson. Jim stated concern over exclusive terms in contract. Troy mentioned his concerns of the contract as due to terms of preventative maintenance. Council Member Ballinger asked what the difference was between signing the contract and just having the company do the work. Council Member Quintana stated it was more money without the contract. He also explained some of the work they do. Council Member Ballinger asked if we have looked at other service providers. Council Member Quintana stated Simpson was out of Bridgeport where other providers are out ofDFW. Council member Hatzenbihler asked if it was a need or want. Council Member Quintana stated he believed it was a need. Mayor Caviness reminded that maintenance has to be done either wat. Troy mentioned concern over the way different services were listed. Mayor Caviness questioned that there isn' t clearness on definitions on preventative maintenance and exclusive on maintenance. Jim agreed there needed to be more definitions in the contract. He also mentioned the current contract was better than the first. Mayor Caviness asked ifthere was ability to back out of the contract. It was mentioned that there is a 30-day notice. Council Member Hatzenbihler made a motion to approve the Service Agreement between Simpson Fire Fleet Solutions and Alvord VFD. Mayor Pro-Tern Sherwood seconded the motion. All votes were yes. The motion carried. FUTURE AGENDA ITEMS No future agenda items at this time. ADJOURN There being no further business, Council Member Hatzenbihler made a motion to adjourn the City Council meeting at 7:02 p.m. on Thursday March 28, 2024. Mayor Pro-Tern Sherwood seconded the motion. The Council voted four (4) in favor and none (0) opposed. The motion carried. These minutes were approved on the 18th day of April 2024.
