,, \ City of Alvord Caleb Caviness, Mayor MINUTES ALVORD CITY COUNCIL REGULAR SESSION October 17, 2024 6:00 p.m. The City Council of the City of Alvord, Texas met in regular session on Thursday, October 17, 2024, in the Council Chambers of City Hall. The meeting was called to order at 6:01 p.m. and a quorum was present. Mayor Caviness was present and presiding with Mayor Pro-Tern Sherwood, Council Member Hatzenbihler, Council Member Ballinger, and Council Member White. Also in attendance were City Administrator Troy Gregg, Assistant City Administrator Martha Nivens, City Secretary Delise White, City Attorney Jim Shepherd, Alvord Fire Chief Heather Redder, and Public Works Director Jerry Anderson. There were 2 people in attendance from the public. Council Member Quintana was absent. Council Member Ballinger gave the invocation and the Pledge of Allegiance to the American flag was recited. CITIZENS FORUM No one requested to speak during this time. NEW ITEMS FOR CONSIDERATION AND APPROPRIATE ACTION a. Discuss and take appropriate action on approving Resolution 2024-02-008 supporting legislation to create the Wise Regional Water District. Troy informed Council that this was a follow up resolution to the previous resolution that was passed for the Wise Regional Water District supporting legislation to create the district. Council Member Hatzenbihler made a motion to approve Resolution 2024-02-008 supporting legislation to create the Wise Regional Water District. Council Member Ballinger seconded the motion. All votes were yes. The motion carried. b. Discuss and take appropriate action on approving Resolution 2024-02-009 in opposition to the application by Chisolm Trail Disposal, LLC for the Chisolm Trail Disposal Landfill, a Type IV municipal solid waste landfill, Permit No. 2421 Troy informed Council that there is a permit to place a solid waste landfill at FM 730 and FM 718 south of Boyd and Aurora. This area runs through Trinity River and there is concern about this contaminating our water. It would be construction material at the landfill. This resolution shows out opposition towards the landfill and Aurora and Boyd asked for help in opposition. Mayor Pro-Tern Sherwood maqe a motio11 to approve Resolution 2024-02-009 in opposition to the application by Chisolm Trail Disposal LLC. Council Member Ballinger seconded the motion. All votes were yes. The motion carried. c. Discuss and take appropriate action on future Event Center located at 116 Trappier. Garrett Archa answered questions for Council. EDC discussed paying a portion of $30,000 back to the owner of the property after the building is built and certificate of occupancy is passed. If the business is sold or ends the EDC will stop funding. EDC is flexible in what moves they approve or don't approve. This is the first new business brought to the EDC> Trying to get something new to town. Other EPC' s have similar program and limited to how they can spend the money. Jim Shepherd mentioned primary job first is creating jobs. The event center will be open to people outside of Alvord as well as in Alvord. Structured to pay quarterly and shutdown payments if business fails. Capacity of building wll be 120-200 people. Mayor Pro-Tern Sherwood made a moton to approve the Event center and EDC funding. Council Member Ballinger seconded the motion. All votes were yes. Council Member White abstained from voting. The motion carried. d. Discuss and take appropriate action on approving an interlocal agreement with Wise County and Alvord Public Library for services as a county library. Council Member Hatzenbihler made a motion to approve an interlocal agreement with Wise County and Alvord Public Library for services as a county library. Mayor Pro-Tern Sherwood seconded the motion. All votes were yes. The motion carried. e. Discuss and take appropriate action on approving an interlocal agreement with Wise County and the City of Alvord for fire protection and first responder services. The is a $4500 increase per year in funds. STAFF REPORTS a. . City Secretary Delise White 1 fence permit, 1 foundation remodel permit, 1 certificate of occupancy permit, 1 right of way permit, 1 burn permit, 1 new build permit, 4 garage sale permit, 1 demolition permit. 8 days were paid for electric fees totaling $40.00 b. Finance Director Martha Nivens Auditors scheduled for October 24. Cashed out last CD from Legend and moved to First Financia Bank. Library is having re-opening celebration October 26th . Municipal court has 10 active cases. Jordan Burgan is resigning from resident deputy. $866 in fines were paid. 2 tickets from the ISD. There have been no complaints with the 4-day work schedule. Fundview General Ledger is up and running. Permits and Code enforcement will be next c. Public Works Director Jerry Anderson New logos are being completed on 287 water tower. Old tower is offline and 287 water tower is repainted. New boxes were placed on lift stations for SCADA. d. Volunteet Fire Department- Heather Redder There were 34 calls, 14 in the city, 20 in the county. 2 fire investigations, 19 medicals, 3 vehicle fires, 4 major accidents, 3 grass fires, 1 lift assist, 1 disturbance, 1 law assist. Simpson will be doing preventative maintenance on engine 111 next week. Out of service for an oil leak. Currently without tankers for repairs. Engine 311 has bad breaks and is not shifting. Heather spent a week in San Marcos for fire chief academy. Plan on a few changes coming to the fire department and year 2 oftraining will be in Grapevine in June. e. EDC Staff Report - Dawn White EDC is trying for bids for Christmas lights. There was no other update. f. City Administrator Troy Gregg Small town conference is in May in Fredericksburg. October 23 rd there will be a DRP and EDC workshop to receive comments and ideas on updates to downtown. Alvord City Council Meeting October 17, 2024  ,~\• City of Alvord Troy wants resident deputies to spend time on the freeway due to there being 12 deaths on 287. Contractors completed the first logo on the 287-water tower and are working on getting the second one up. Troy received an email stating $25,000 for the work on the logos but an email from December stated $8500 for both sides. Engineers led us to believe that water or sand would need to be placed in the old water tower to keep it balanced and they confirmed that information at the TML conference and stated an estimated cost of $400,000. Fiscal year 2024 update - did not lose any employees. Gained 1 utility clerk, remodeled library, new fire chief, new lights around city hall building, new computer for code enforcement. Public Works got new water meters, a new vac-tron, ground storage cleaned and repaired, 287 water tower repainted and new logo, new well house and fencing for well #6, park drainage, new lift station, 8-inch water line under railroad, bridge on Wickham repaired. Finances received $105,967.96 in interest, General fund invested $449,586.35 and has a total of $745,043.36. The food truck park 1st phase was completed. Employee education totaled 142 hours for public work, 80 hours for court, 88 hours for city secretary, 42 hours for code enforcement, 78 hours in safety, 1 WWT D license gained, and 1 WWT C license gained. FUTURE AGENDA ITEMS No future agenda items at this time. ADJOURN There being no further business, Council Member Ballinger made a motion to adjourn the City Council meeting at 7: IO p.m. on Thursday October 17th , 2024. Council Member Hatzenbihler seconded the motion. The Council voted four (4) in favor and none (0) opposed. The motion carried. These minutes were approved on the 21 st day ofNovember 2024.
