AMBLER BOROUGH COUNCIL MINUTES
August 15, 2023
The regular meeting of Ambler Borough Council was held Tuesday August 15, 2023, at 7:00PM
at Borough Council Chambers located at 131 Rosemary Avenue Ambler, Pennsylvania 19002.
Council Vice President Welch called the meeting to order at 7:00 p.m.
Present: Ms. Welch, Ms. Sheedy, Ms. Hughes, Ms. Roecker Coates, Mayor Sorg, Police Chief
Jeff Borkowski, Solicitor Joe Bresnan, and Borough Manager Mary Aversa were also in
attendance. Ms. Forst, Ms. Syskind, Ms. Endicott, and Ms. Auerbach were absent.
Approval of Minutes: Ms. Welch made a motion to approve the Minutes of July 18, 2023,
Council meeting. Seconded. 6 -Aye. Carried.
The Following Business was discussed:
Finance and Planning Committee – Ms. Nellie Forst Chairperson, Committee Members:
Ms. Karen Sheedy, Ms. Lisa Auerbach Ms. Nancy Roecker Coates
The Committee will consider the following recommendations:
1. That the June 2023 bills be paid in the amount of $821,695.08 as follows: General
($186,318.80); Street lights ($18,107.65), Fire ($0.0), Refuse ($61,649.26); Parks & Rec
($65,668.24); Water ($127,606.60); Sewer ($169,996.60); WWTP ($187,104.33), liquid
Fuels ($909.20); Water Capital ($821,695.08); Voided checks ($0.0).
2. Ambler Rotary Club made a presentation for a Centennial Project to celebrate Rotary’s
100 years in Ambler with the construction of a pavilion at Knights Park to be completed
in 2025.
3. A presentation was made for The Ambler Lakeview Development LP at 9 N. Maple
Avenue for preliminary and final land development approval for a 92 residential unit five
story building with associated parking. Borough Engineer, Borough Planning
Commission, and Montgomery County Planning Commission reports were reviewed.
4. An Ordinance for a residential inspection program for resale properties voted on August
1, 2023, will be advertised for adoption.
Recommendations:
1. That the July bills be paid in the amount of $821,695.08 – Carried All AYE – 5
2. A recommendation was made to approve the final land development proposal for the
Amble Lakeview Development LP at 9N. Maple Avenue. – Carried All AYE – 5
*Public Comment*
Allison Wolf 318 Rosemary Avenue asked for clarification on the language regarding the
“clean out” for the back flow preventor in the ordinance.
Mr. Zaharchuck Summit Reality Advisors 201 S Maple St. clarified and complemented
Council on their forward-thinking regarding development.
Ms. Sheedy made a motion to approve the Finance and Planning agenda. Carried All AYE - 5
Public Safety Committee: Ms. Jennifer Henderson – Chair, Nancy Roecker Coates, Erin
McKenna Endicott, and Amy Hughes
The Committee made no recommendations.
The following business was discussed:
1. The police department report was reviewed.
2. The Community Ambulance report was reviewed.
3. The Fire Department report was reviewed.
4. The Public Works and Code Enforcement reports were reviewed.
5. The Ambler Borough Police Department has received a shipment of steering wheel locks
for vehicles. Residents are encouraged to pick one up at the police station.
Motion to approve the Public Safety Agenda. Carried all AYE – 5
Public Utilities Committee: Committee Members: Haley Welch - Chair, Erin McKenna
Endicott, Amy Hughes, and Karen Sheedy
The Committee will consider the following recommendations.
1. Recommendation is requested for the lease for the T-Mobile equipment to be approved.
The following business was discussed:
1. The WWTP Engineers report was reviewed.
Recommendations:
1. Approve the lease for the T-Mobile equipment on the Houston Tank. Carried 5-Aye.
Mation to approve the Public Utilities Agenda. Carried 5-Aye.
Parks and Recreation Committee: Ms. Erin McKenna Endicott – Chair, Jen Henderson,
Haley Welch, and Lisa Auerbach
The Committee will make no recommendations.
The following business was discussed:
1. A presentation from Bird Town PA was made at the June Committee meeting, the
committee is researching options. A vote was taken to table and to take no further action.
Carried 6-Aye.
2. Ambler Community Clean up -World Cleanup Day is September 16, 2023, from 9AM-
Noon at Ambler Borough Hall. This is a combined cleanup that will include 180
countries and thousands of partners. Meet at Ambler Borough Hall to clean up litter and
cigarette butts. Gloves and bags will be provided. All are welcome. Participants under 16
years of age must be accompanied by an adult.
3. Motion was made to approve the Parks and Recreation Agenda. Carried 5-Aye.
Salary & Personnel Committee: Committee members Ms. Karen Sheedy – Chair, Haley
Welch, Nellie Forst, and Jen Henderson.
The Committee will make no recommendations.
The following business was discussed:
1. Resumes are being accepted for the vacant water and Wastewater positions.
2. Motion was made to approve Salary and Personnel Agenda. Carried 5-Aye.
*Public Comment*
Allison Wolf 318 Rosemary Ave. posed a question regarding the procedure for filling an
impending vacant council position.
Mr. Bresnan clarified procedure.
Ms. Lapinski 136 Rosemary Ave. Asked who would be responsible for completed pavilion
maintenance.
Ms. Aversa clarified.
There being no further public comment or other business, Ms. Siskind moved the
meeting adjourned. Carried 5-AYE
