PARC (Parks, Arts, Recreation, Culture) Committee

PARC Tax Advisory Board February 1, 2017 City Office Conference Room Attendees Brian Thompson Laurel Shelley Dale Gunther Cherylyn Egner Staci Carroll Nan Kuhn Clark Taylor Camden Bird Council Member Robert Shelton Nate Mecham participated by conference call. The meeting started at 5:30 pm. Approve the January 4, 2017 minutes Staci moved to approve the January 4, 2017, meeting minutes. Nate seconded the motion and the motion passed unanimously. Clark Taylor abstained. The following assignments have been made:  Clark Taylor as the Recreation/Park Specialist  Rob Shelton as the liaison to the City Council  Cherylyn Egner as the legal advisor  Camden Bird as is the city staff liaison Policies/Procedures  The PARC Committee is strictly an advisory body to the Council  The Council has oversight on PARC project progress and, as residents, committee members can also monitor progress  Funds not spent in accordance with the terms of the recipient agreement should be returned to the City  Currently, policies/procedures do not require award recipients to report process, but the Council has the ability to ask for an accounting on any project  Need to define “Recreation Grant”  The need for private organization oversight will be provided in the modified contract  Remove blank contracts from the website  Contracts will be modified for each organization  Multi -year funding will be decided by the Council Review the slides for Workshop  Add Clark to Committee members names  Remove the word ‘art’ from Cultural Facilities and Cultural Organization  Add photos of current projects The Mandatory Workshop is scheduled for February 22, 2017. Other Business The next regularly scheduled meeting is March 1, 2017, at 5:30 pm, American Fork City Administration Building Conference Room. Staci moved to adjourn the meeting at 6:30 pm, Dale seconded.
