PARC Tax Advisory Board
January 6, 2021
Virtual Public Meeting / ZOOM Video Conference

The meeting started at 5:30 pm.
Laurel moved to approve the November 4, 2020 meeting minutes, Karen seconded the motion.
Motion passed unanimously.
Dale Gunther’s Replacement
Two names have been submitted to the Mayor to replace Dale on the Board: Brandon Smith and Mary
Ann Farnsworth. The new appointment will be announced in the January 12, 2021 City Council meeting.
Brian moved to recommend to the Council to modify the, Resolution Creating the Park Art Recreation
and Cultural Tax Advisory Board; Appointment of Advisory Board Members 3.b. The Advisory board
shall be made of seven (7) individuals with extensive experience and knowledge in: One (1) represent
Parks, One (1) Arts, One (1) Recreation, and Cultural. There will be four (4) at large members. Scott
seconded the motion and the motion carried unanimously. (could be a legal way to this)
Carry Forward Funds
A report on all grant funds that have not been used in the FY 2020-2021, due to the Covid-19, need to be
submitted the Mayor and Council by the end of January. Projects for FY 2021-2022, using carry-over
funding, will need to specify such amounts in their respective application. Carry forward funds can only
be used for the projects that they were originally allocated for.
Workshop Slides
• Add pictures for current projects
• Carry Forwards Funds
• Clarify total funds needed for each project
• Projects reviewed quarterly
• Review application - do application in a Word document then paste information into application
• Report any outside funding and donations
• Prepare for presentation to Board in March
• Take a lot of photos of project
• Keep good records for audits and Council Reports
• PARC logo present on programs, signs, during construction, completion to project
Virtual Workshop
The Mandatory Virtual Workshop will be January 28, 2021, 7:00 pm
Applications website will open January 29, 2021 and close February 26, 2021

NOTICE OF MEETING AND AGENDA
*NOTICE OF ELECTRONIC MEETING*
In accordance with Resolution No. 2020-07-20R, Chairman Thompson has determined that
conducting meetings of the PARC Tax Advisory Board with an anchor location, such as the City
Council Chambers or Administration Conference Room, presents a substantial risk to the health
and safety of those who may be present there. The following are facts upon which this
determination has been made:
• Utah has declared a Statewide Public Health Emergency due to COVID-19 on October
14, 2020, a virus outbreak that has been recognized by the World Health Organization,
federal, state and local leaders as a pandemic.
• The Centers for Disease Control and Prevention (CDC) has stated that COVID-19 is
easily spread from person to person between people who are in close contact with one
another through respiratory droplets when an infected person coughs, sneezes, or talks.
This virus can also be spread by people who are asymptomatic.
• Federal, state, and local authorities recommend that individuals limit public gatherings,
wear face masks, and follow social distancing guidelines.
• It is difficult to anticipate the number of attendees at any meeting in order to maintain
social distancing to comply with Utah Health Guidance levels. Further, regardless of the
number of attendees, social distancing measures for Council, staff, and attendees will be
difficult to maintain in the City Council Chambers and Administration Conference Room.
• COVID-19 ntinues to pose an immediate threat to the health, safety, and welfare of
American Fork City residents.
• American Fork City can provide a way for the public to hear, or hear and view, open
portions of City Council meetings and to provide a way to participate in public hearings.
For the next 30 days, all PARC Tax Advisory Board meetings will be conducted via electronic
means. The meetings are broadcast live-streamed, and available at a later time, at
https://www.americanfork.gov/AgendaCenter.
Notice is hereby given that a meeting of the PARC Tax Advisory Board of American Fork City will
be held on January 6, 2021, commencing at 5:30pm. The Agenda shall be as follows:
