PARC Tax Advisory Board February 3, 2021 Virtual Public Meeting / ZOOM Video Conference Attendees Brian Thompson Laurel Shelley Karen Schaack Nate Mecham Nan Kuhn Camden Bird Scott Okelberry Brandon Smith The meeting started at 5:30 pm. Karen moved to approve the January 6, 2021 meeting minutes, Nate seconded the motion. Motion passed unanimously. Dale Gunther’s Replacement Brandon Smith has been appointed by Mayor Frost to replace Dale Gunther on the Board. The Council has decided not to change the Resolution appointing the PARC Advisory Board Members at this time. Perhaps in the future when the PARC Grant Tax comes up for renewal the Council will address this issue at that time. The Council has asked the Board to name three Board members to advocate for parks, art/cultural, and recreation. Brian moved to appoint Laurel Shelley to represent Art/Cultural; Scott Okelberry to represent Parks and Brandon Smith represent Recreation. Karen seconded the motion and the motion carried unanimously. Carry Forward Funds All organizations are required to report all grant funds that have not been used in the FY 2020-2021, due to the Covid-19, and submit to the Mayor and Council. Projects for FY 2020-2021 and FY 2021-2022, using carry-over funding, will need to specify such amounts in their respective application. Carry forward funds can only be used for the projects that they were originally allocated for. Applications Information • Did the project meet its goal? • Are there Carry Forwards Funds? • Clarify total funds needed for each project and report any outside funding and donations • Does project benefit the city? Timeline March 10: Board reviews applications March 17 and 24: Application Presentations March 31: Draft Recommendations April 7: Final Recommendations April 15: Final Recommendations ready of Council April 20: Council Meeting Other Business a. Next virtual meeting March 10, 2021 Brian moved to adjourn the meeting at 6:15 pm, Scott seconded.

PARC TAX ADVISORY BOARD MEETING AMERICAN FORK CITY February 3, 2021 NOTICE OF MEETING AND AGENDA *NOTICE OF ELECTRONIC MEETING* In accordance with Resolution No. 2020-07-20R, Chairman Thompson has determined that conducting meetings of the PARC Tax Advisory Board with an anchor location, such as the City Council Chambers or Administration Conference Room, presents a substantial risk to the health and safety of those who may be present there. The following are facts upon which this determination has been made: • Utah has declared a Statewide Public Health Emergency due to COVID-19 on October 14, 2020, a virus outbreak that has been recognized by the World Health Organization, federal, state and local leaders as a pandemic. • The Centers for Disease Control and Prevention (CDC) has stated that COVID-19 is easily spread from person to person between people who are in close contact with one another through respiratory droplets when an infected person coughs, sneezes, or talks. This virus can also be spread by people who are asymptomatic. • Federal, state, and local authorities recommend that individuals limit public gatherings, wear face masks, and follow social distancing guidelines. • It is difficult to anticipate the number of attendees at any meeting in order to maintain social distancing to comply with Utah Health Guidance levels. Further, regardless of the number of attendees, social distancing measures for Council, staff, and attendees will be difficult to maintain in the City Council Chambers and Administration Conference Room. • COVID-19 ntinues to pose an immediate threat to the health, safety, and welfare of American Fork City residents. • American Fork City can provide a way for the public to hear, or hear and view, open portions of City Council meetings and to provide a way to participate in public hearings. For the next 30 days, all PARC Tax Advisory Board meetings will be conducted via electronic means. The meetings are broadcast live-streamed, and available at a later time, at https://www.americanfork.gov/AgendaCenter. Notice is hereby given that a meeting of the PARC Tax Advisory Board of American Fork City will occur on February 3, 2021, commencing at 5:30pm.
