Parc Tax Advisory Board April 12, 2023 Minutes Attendees Camden Bird Katie Sorensen Derek Rykert Scott Okelberry Kimberlie Paulson Reggie Walker Brian Thompson Karen Schaack Spencer Stevens Brandon Smith Kristina Wesemann Dusty Pyne Hugh Johnson Josh Walker Crystal Pyne Scott Okelberry began the meeting at 5:30 pm. Minutes from March 29, 2023 were approved by Brandon Smith. A motion to second was made by Karen Schaack and the motion passed. Discussion Harrington Center for the Arts We jumped right in where we left off the previous week and began with a discussion of the projects from Harrington Center for the Arts. We mostly went with averaging here. We had a discussion around priorities and the various projects. Lower funding of any of these projects was based mainly on a lack of funds and not a lack of support for the projects. Fork Fest, the holiday market, and concerts in the park had great support. The portable stage and sculpture were a little more split. Live American Fork The discussion here began by stating we wish there was a collaboration between the two groups looking to do a Holiday Market so there isn’t a double up on similar events. Overall the board was not supportive of the projects from Live AF. A few reasons include: holiday lights are expensive/uncomfortable with the price. The lights are not aesthetically pleasing. Confusion still on the relationship between Live AF and the Chamber of Commerce. Robinson Park does not have great parking for holding/growing an event like the holiday market. The board is unsure if PARC funds should be used for Steel Days. In the past the city did all of the funding for Steel Days. Now the city funds $20,000 and the Chamber does the rest. We discussed a few potential paths: -Give zero and try again next year -Give a little to Steel Days and see how it goes -See what the City Council says and then proceed with their recommendation. We decided to give a little to the Steel Days project and will follow up with City Council to see what they think. We liked the idea of not funding the drone show and using the money allocated for all of the other Steel Days activities listed (grand parade, kids splash night, Big Show, etc). Regalo Because the classes are a higher priority and because of uncertainty with their productions taking place in American Fork we did fully fund all of the classes that Regalo presented and none of the productions. They are getting a donor match for some of the classes. The classed are for a small number of attendees and do not have a huge community impact but we felt it was worth seeing how they go and we like that they have a little skin in the game with the donor match. Timpanogos Arts Foundation We want to see more external funding from TAF. Generally speaking the proposed allocation for TAF was similar to what they received last year. Their admin and theater costs went up quite a bit this year. We went with an average of the board members proposals. Finally, we went back through a few loose ends and ended up cutting the Fox Hollow beverage cart and ADA we-go. We got the Am Fork city projects squared away and the final Park/Rec vs Arts/Culture was balanced at 60/40. Kimberlie Paulson made a motion to accept the proposal and Katie Sorensen seconded the motion. It was unanimous agreed upon by the board. Board Assignments Hugh Johnson to put together the detailed recommendation outline for the City Council to review. Next meeting will be a special work session with the City Council where Scott Okelberry will present our recommendations to them. This is April 25th at 6:00 pm. Hugh Johnson motioned to adjourn the meeting. Brandon Smith seconded the motion. The meeting was adjourned.
