FINANCE COMMITTEE PROCEEDINGS
June 25, 2019
The Finance Committee of the City of Amery met on June 25, 2019 at City Hall in the Committee Meeting Room.
Vice-Chairperson, Rick Van Blaricom called the meeting to order at 5:00 p.m.
Present: Chairperson, Tim Strohbusch; Vice-Chairperson, Rick Van Blaricom and Sara Flanum, Member.
Absent: None.
Staff Present: Administrator, Kim Moore; Clerk-Treasurer, Patty Bjorklund and Fire Chief, Dale Koehler.
Staff Absent: None.
Others Present: Mayor, Paul Isakson.
Tornado Siren – “Informational”
Fire Chief, Koehler presented 2 options for tornado sirens with costs to cover the downtown area. Clerk-
Treasurer, Bjorklund will preserve to discuss during Budget Workshop for the 2020 Budget.
Ordinances Discussion:
A total of 8 ordinances were presented for the committee to review. They covered Mayor; Common Council,
Municipal Officers and Employees (Appointed Officials), Municipal Officers and Employees (Commissions, Etc.),
Use and Construction of Code of Ordinances (Clerk Maintain Copies), City Government; Elections (Official
Newspaper(s), Finance, Special Assessments and Public Records.
Motion by Flanum, seconded by Strohbusch to recommend approval of Ordinance 11-2019 to the City Council
at the July 10, 2019 meeting.
Ayes – 3 Nays – 0 Motion Carried
Motion by Strohbusch, seconded by Flanum to recommend approval of Ordinance 12-2019 to the City Council
at the July 10, 2019 meeting.
Ayes – 3 Nays – 0 Motion Carried
Motion by Flanum, seconded by Strohbusch to recommend approval of Ordinance 13-2019 to the City Council
at the July 10, 2019 meeting.
Ayes – 3 Nays – 0 Motion Carried.
Motion by Flanum, seconded by Strohbusch to recommend approval of Ordinance 14-2019 to the City Council
at the July 10, 2019 meeting.
Ayes – 3 Nays – 0 Motion Carried.
Motion by Strohbusch, seconded by Flanum to recommend approval of Ordinance 15-2019 with changes to
Clerk-Treasurer language to the City Council at the July 10, 2019 meeting.
Ayes – 3 Nays – 0 Motion Carried.
Motion by Flanum, seconded by Strohbusch to recommend approval of Ordinance 16-2019 with changes to
Clerk-Treasurer language to the City Council at the July 10, 2019 meeting.

Motion by Strohbusch, seconded by Flanum to recommend approval of Ordinance 17-2019 with changes to
Clerk-Treasurer language to the City Council at the July 10, 2019 meeting.
Ayes – 3 Nays – 0 Motion Carried.
Motion by Strohbusch, seconded by Flanum to recommend approval of Ordinance 18-2019 with changes to
Clerk-Treasurer language to the City Council at the July 10, 2019 meeting.
Ayes – 3 Nays – 0 Motion Carried.
Motion by Chairman, Strohbusch, seconded by Flanum to go into Closed Session at 5:49 p.m. Clerk-Treasurer,
Bjorklund recused herself from the conversation after Roll Call was read.
Roll Call Vote: Ayes – Chairman, Vice-Chairman, Vicker; Member, Flanum
Nays – 0
Motion carried.
Motion by Strohbusch, seconded by Flanum to reconvene into open session proceedings at 6:40 p.m.
Motion by Strohbusch, seconded by Flanum to adjourn at 6:41 p.m.

Pursuant to Wisconsin Statutes 19.84, Notice is hereby given to the public that a meeting of the Finance & Personnel
Committee of the City of Amery will be held on June 25, 2019 at 5:00 PM in the Amery City Hall Committee Mtg. Room, 118
Center Street West, Amery, WI 54001.

10) Possible closed session proceedings under WI §19.85 (b) Considering dismissal, demotion, licensing or discipline of any
public employee or person licensed by a board or commission or the investigation of charges against such person, or
considering the grant or denial of tenure for a university faculty member, and the taking of formal action on any such
matter; provided that the faculty member or other public employee or person licensed is given actual notice of any
evidentiary hearing which may be held prior to final action being taken and of any meeting at which final action may be
taken. The notice shall contain a statement that the person has the right to demand that the evidentiary hearing or meeting
be held in open session. This paragraph and par. (f) do not apply to any such evidentiary hearing or meeting where the
employee or person licensed requests that an open session be held. (c) Considering employment, promotion,
compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction
or exercises responsibility. (g) Conferring with legal counsel for the governmental body who is rendering oral or written
advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved.
(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other
specified public business, whenever competitive or bargaining reasons require a closed session. This pertains to: West
Campus Condominium and Police Matter.
