Election of Committee Chair • Councilor Deschenes made a motion to nominate Councilor Stanganelli as Committee Chair. The motion was seconded by Councilor Stanganelli. The motion passed unanimously (3-0) Minutes for Approval: June 21, 2023 • Councilor Deschenes made a motion to accept the minutes from June 21, 2023. The motion was seconded by Councilor Hickok. The motion passed unanimously (3-0). Communications & Updates • Monthly financial reports from CFO o Q: June Prelim Revenue Report – Other Excise: How is 2021-093 (Short-Term Rentals Excise) being calculated and collected? o Q: Sewer Enterprise: down $182k Y-o-Y Change; Based on previously reported usage decrease? o Q: Medicaid Reimbursement: Rules and criteria? Time delay in billing and reimbursement? o CFO: Free Cash components will include Accounts Receivables. No Guess but higher than last fiscal year ($4M+). Topics for Discussion: 2023-065 -An Ordinance to Amend the Amesbury Zoning Ordinances to Extend the Retail Marijuana Overlay District to the Central Business and Central Industrial Districts of the City. - Councilor Stanganelli, Councilor Rinaldi, Councilor Deschenes, Councilor Hogg, and Mayor Gove Sponsors • Councilor Deschenes made a motion to advance the issue to the full City Council meeting on September 26, 2023 with a positive recommendation. The motion was seconded by Councilor Hickok. The motion passed unanimously (3-0). 2023-080 - An Order to authorize the mayor to accept and expend, for its fourth year, a Drug Free Communities Support Program Grant from the US Dept. of Health & Human Services Centers for Disease Control and Prevention. - Mayor Sponsor  • Councilor Deschenes made a motion to advance the issue to the City Council meeting on September 26, 2023 with a positive recommendation. The motion was seconded by Councilor Hickok. The motion passed unanimously (3-0). 2023-081 - An Order to authorize the mayor to accept and expend a grant from the Massachusetts Cultural Council for FY 2024. – Mayor Sponsor • Councilor Deschenes made a motion to advance the issue to the City Council meeting on September 26, 2023 with a positive recommendation. The motion was seconded by Councilor Hickok. The motion passed unanimously (3-0). 2023-082 - An Order to approve payment from the FY24 general fund operating budget for the listed prior year invoices - Municipal Buildings, City Clerk, Assessors, Sewer. – Mayor Sponsor • Councilor Hickok made a motion to advance the issue to the City Council meeting on September 26, 2023 with a positive recommendation. The motion was seconded by Councilor Deschenes. The motion passed unanimously (3-0). 2023-083 - An Order to authorize the mayor to accept and expend a grant in the amount of $133,000 from the Massachusetts Association of Council on Aging and Senior Center Directors, Inc. to fund the Amesbury Council on Aging's FY24 Elder Mental Health Outreach Team. – Mayor Sponsor • Councilor Hickok made a motion to advance the issue to the City Council meeting on September 26, 2023 with a positive recommendation. The motion was seconded by Councilor Deschenes. The motion passed unanimously (3-0). 2023-084 - An Ordinance updating the Motor Vehicle Excise Warrant Fee for the Treasurer/Collector Department and amending the Schedule of Fees. – Mayor Sponsor • Councilor Deschenes made a motion to advance the issue to the City Council meeting on September 26, 2023 with a positive recommendation.
