Special City Council Meeting Minutes
February 15, 2024
7:00 PM
President Scott Mandeville called the meeting to order at 7:03 PM.
Councilor Owen Corcoran led the Pledge of Allegiance.
Roll call was taken, and present were Councilor Claudel Frederique, Councilor Michael Hogg,
Councilor Jessica Redfern, Councilor Anthony Rinaldi, Councilor Steven Stanganelli, Councilor Owen
Corcoran, and President Scott Mandeville.
Absent were Councilor Nicholas Wheeler and Councilor Pamela Gilday.
Also present: City Clerk Jennifer Smith, Minute Recorder Jasmine Looney

Minutes for approval
January 30, 2024
Councilor Stanganelli offered a motion to approve the minutes from January 30, 2024 as
presented. Councilor Hogg seconded, and the motion passed 6-0-1, Councilor Corcoran
abstained.

Mayoral Appointments-
2024-024 Appointment of Michael Hogg to the position of member of the Energy Committee for a term to
expire December 31, 2025
• Councilor Hogg thanked the Council for their consideration.
Councilor Rinaldi offered a motion to accept 2024-024. Councilor Redfern seconded, and the
motion passed unanimously, 7-0.
2024-025 Appointment of Thomas Maclachlan to the position of member of the Amesbury Council on
Aging Board of Directors for a term to expire February 28, 2027.
• Mr. Maclachlan thanked the Council for their consideration.
Councilor Stanganelli offered a motion to approve 2024-025 as presented. Councilor Frederique
seconded, and the motion passed unanimously, 7-0.
President Mandeville called for a brief recess at 7:15 PM.
The meeting resumed at 7:28 PM.

Licenses and Permits
• Councilor Steven Stanganelli read the monthly list of licenses.

Councilor Stanganelli offered a motion to approve the monthly list of licenses. Councilor
Corcoran seconded, and the motion passed unanimously, 7-0.

Correspondence
President/Vice President Communications:
• President Mandeville stated his desire to set up an Ad Hoc Committee of the Whole to review the
presented Council rule changes. President Mandeville also noted that he would like for this
committee to review specifics on how ad hoc committees can be created.
Councilor Stanganelli offered a motion to approve the creation of an Ad Hoc Committee of the
Whole to review City Council rules. Councilor Rinaldi seconded.
• Councilor Stanganelli asked if President Mandeville would accept a motion to create an Ad Hoc
Committee for Budget and Finance as budget season is approaching. President Mandeville
replied that he would entertain that motion once this item is complete.
• Councilor Stanganelli questioned if a date should be set. President Mandeville stated that further
communication is needed before setting a date.
• Councilor Redfern shared her appreciation for the request for all councilors to review the rules.
The motion passed unanimously, 7-0.
• President Mandeville noted that the Council would forgo its second February meeting and not
hold a meeting until the second to last week in March in order to provide relief to City Clerk staff
in order to prepare for the Presidential Primary election..
• President Mandeville stated that he will create an Ad Hoc Committee of the Whole for Budget and
Finance.
Councilor Stanganelli offered a motion to approve an Ad Hoc Committee of the Whole for Budget
and Finance. Councilor Hogg seconded, and the motion passed unanimously, 7-0.
Communications from Elected Officials, Boards, and Commissions:
Warrant for the Presidential Primary Election- Acceptance
• City Clerk Jennifer Smith stated that this warrant comes from the Secretary of State’s office.
Councilor Stanganelli offered a motion to approve the warrant as presented. Councilor Hogg
seconded, and the motion passed unanimously, 7-0.
Council Communications, Announcements and Committee Reports:
• Councilor Stanganelli noted that the Amesbury Housing Trust failed to meet on February 14,
2024, due to lack of a quorum, and that the next meeting is scheduled for March 13th. Councilor
Stanganelli also noted that there are openings on the committee.
• Councilor Stanganelli shared that the Office of Community and Economic Development has plans
in the works to provide additional growth and housing opportunities.
• Councilor Stanganelli shared that Whittier Tech should be presenting something regarding capital
projects, and that they have made their official response to MSBA that they were withdrawing.
• Councilor Stanganelli shared that the Budget and Finance Subcommittee is scheduled to meet on
the following Tuesday.

2024-026 An Order to appropriate $310,396.12 from Free Cash to Amesbury Public Schools- Collective
Bargaining Settlements for FY2024
Councilor Stanganelli offered a motion to refer 2024-026 to the regular Budget and Finance
Subcommittee meeting on March 19, 2024. Councilor Corcoran seconded, and the motion passed
unanimously, 7-0.
Councilor Stanganelli offered a motion to reconsider the previous motion. Councilor Hogg
seconded, and the motion passed unanimously, 7-0.
Councilor Stanganelli offered a motion to refer 2024-026 to the next regularly scheduled Budget
and Finance Subcommittee meeting. Councilor Rinaldi seconded, and the motion passed
unanimously, 7-0.
2024-027 An Order to appropriate $106,678.15 from Free Cash to Amesbury Public Schools- Cashman
Playground
Councilor Stanganelli offered a motion to refer 2024-027 to the Budget and Finance
Subcommittee. Councilor Redfern seconded, and the motion passed unanimously, 7-0.
2024-028 An Order to pay Prior Year Invoices from FY24 General Operating Budget-4
Councilor Corcoran offered a motion to refer 2024-028 to the Budget and Finance Subcommittee.
Councilor Stanganelli seconded, and the motion passed unanimously, 7-0.
2024-029 An Order to authorize renewal agreement between the City of Amesbury and ACTV - to expire
June 30, 2032
Councilor Stanganelli offered a motion to refer 2024-029 to the Budget and Finance
Subcommittee. Councilor Rinaldi seconded, and the motion passed unanimously, 7-0.
