City Council Ad Hoc Budget Committee of the Whole Meeting Minutes
Budget Hearing #2
Tuesday, May 20, 2025
7:00 PM
The meeting was called to order at 7:05 PM by Councilor Stanganelli
Roll call was taken, present were Councilor Rinaldi, Councilor Haggstrom, Councilor Wheeler,
Councilor Gilday, Councilor Redfern, Councilor Hogg, Councilor Frederique, Councilor Mandeville, and
Councilor Stanganelli.
Assessor (Budget Book Page 60)
• Chief Financial Officer Marissa Batista presented the Assessor’s proposed FY26 budget to the
City Council (see attached presentation). Assistant Assessor Bruce Collins was present to
answer any questions.
• Councilor Gilday asked for an update on the interview process for the Chief Assessor’s position.
Marisa answered that they had completed a first round of interviews at this point.
• Councilor Gilday asked if the assessor’s office utilizes any of the free trainings through the
Division of Local Services. Marisa answered that they have looked into these trainings but often
the required or specific trainings needed are not offered through this service.
Collector/Treasurer (Budget Book Page 62)
• Treasurer Donna Cornoni presented the Collector/Treasurer’s proposed FY26 budget to the City
Council (see attached presentation).
• Councilor Gilday asked if other staff members typically attend trainings besides Donna. Donna
answered no, not typically.
MIS (Budget Book Page 64)
• IT Director Steve Hare presented the Information Technologies proposed FY26 budget to the City
Council (see attached presentation).
• Councilor Gilday asked about how the transition of City Hall to 5 Market Street will be from an IT
perspective in regard to accessing Verizon. Steve answered that it will not be a huge to lift.
Mayor/Legal Services (Budget Book Page 48)
• Chief of Staff Ann Marie Casey presented the Mayor’s proposed FY26 budget to the City Council
(see attached presentation).
• Councilors asked various questions and engaged in discussion with Chief of Staff Ann Marie
Casey.

Human Resources (Budget Book Page 59)
• Human Resources Director Christine Caminero presented the Human Resource’s proposed FY26
budget to the City Council (see attached presentation).

• Councilor Gilday asked if $1,000 would be enough for advertising of the current and upcoming
open positions. Christine answered that possibly it would not be.
Clerk/Elections/City Council (Budget Book Page 50)
• City Clerk Jennifer Smith presented the Clerk’s proposed FY26 budget to the City Council (see
attached presentation).
• Councilor Gilday thanked Jennifer for all her hard work supporting the Council and running the
recent elections.
Administration & Finance/Liability Insurance/Municipal Buildings/Central Supply/Sealer of
Weights/State & County Assessments/Reserve Fund/Employee Benefits/Other Assessments/Debt
Service (Budget Book Page 53)
• Chief Financial Officer Marisa Batista presented the Administration and Finance’s proposed FY26
budget to the City Council (see attached presentation).
• Councilors asked various questions and engaged in discussion with Chief Financial Officer
Marisa Batista.
Councilor Mandeville made a motion to adjourn at 8:42. Councilor Rinaldi seconded, and the
motion passed unanimously (8-0).
