DESIGN REVIEW COMMITTEE TUESDAY, OCTOBER 19, 2021 Received Minutes City Clerk Office 12/8/21 @ 12:32 pm 1. Call to Order/Roll Call Members: Matt Sherrill, Janine Whittaker, Rachel Harris Guests: Lars Johannessen Applicants: Sophorn Phy and Jen Zaccari Staff: Angela Cleveland 2. Minutes – no minutes as this was the first meeting 3. Public Comment – none 4. Communications a. Introductions – members introduce themselves. b. Overview of DRC Responsibilities – Rachel Harris nominated Matt Sherrill as Chair, Janine Whittaker seconded. Roll call: all in favor. 5. New Business a. Sign Permit Application: 44 Main Street – Sand & Sole Nail Bar. The application was deemed incomplete. This was an error by staff, as it wasn’t clear that the appli- cation had not been downloaded correctly. Ms. Cleveland mentioned that they have staff to assist in developing a more complete application. Lars Johannessen provid- ed some perspective on sign design history, primarily in the Central Business Dis- trict. Rachel Harris expressed concern about how the signs are attached, especially if they are large. Mr. Johannessen said that historically signs are above the door- way. However, we may need to be flexible given the location of where the sign will be located, which is technically at 1 Mill Street. Mr. Sherrill expressed to the appli- cant that she should work with Ms. Cleveland to wrap up the loose ends so this can be reviewed as a complete package by the Design Review Committee at their next meeting. b. Sign Permit Application: 77 Macy Street – GLOW. Mr. Sherrill said he feels this is completed. It was brought to the Committee’s attention by Mr. Johannessen that the sign needs to be scaled correctly based on the size of the door and clapboards. Ms. Zaccari mentioned she was thinking about removing the lettering in windows. It was recommended that the sign say: “Glow Spa and Salon” on the sign once the let- tering in the windows is removed. Mr. Johannessen reminded the applicant that it can only be 5% of the size of the wall that it is placed on – the zoning ordinance outlines this guideline for each zoning district. It was also advised that the applicant look at whether the material is sign board. Ms. Zaccari will make the necessary ad- justments and work with Ms. Cleveland on the submitting the changes. 6. Other Business – none. 7. Next Meeting – Ms. Cleveland will work on setting the next meeting, including exploring whether we can do it on November 2nd. The Committee will then discuss how to coordi- nate timing of review. 8. Adjourn – Janine Whittaker moved to adjourn, Mr. Sherrill seconded. Motion passed.
