DESIGN REVIEW COMMITTEE By City Clerk at 6:21 pm, Jan 26, 2023 TUESDAY, DECEMBER 20th, 2022 1. Call to Order/Roll Call – Matt S. call the meeting to order at 6:05pm 2. Minutes – 11/29 and 12/06. Motion by Matt to approve minutes for 11/29 and 12/06 DRC meetings as presented. Seconded by Rachel. Approved 3. Public Comments – None 4. Communications – None 5. Continued Applications Historic Preservation Special Permit - 6 Center Street The Applicant presented the application. The presentation included research on the historic context and the proposed improvements to the existing 3 family structure as well as the design of the new carriage house structure. Abutters were present at the meeting and expressed their concerns. Concerns included the proximity of the proposed new structure, overcrowding on the site, detriment to privacy. The Applicant explained in great detail the building materials and other design el- ements used to make improvements to the existing structure. The proposed new structure has been designed as a carriage house that would be complimentary as an accessory structure to the existing house. They are trying to save the existing ma- ture maple tree and is one of the reasons for placing the new structure closer to the rear lot line. The Applicant noted that current zoning does allow a detached garage to be located as close as five feet from the lot lines. The proposed structure is about 24 feet away. DRC reviewed the preliminary drawings and noted the following: - Update the drawings with additional dimensions, description of materials and details as discussed at this meeting - Meet with abutters to further explore mitigation of impacts - Review the maple tree and the viability of keeping it - Assess if the new structure can be moved further away from the rear lot line - Relocate the entrance door for the carriage house to the side facing the existing house - Remove the cupola on the roof of the proposed structure - Provide additional details on the site plan for parking, fencing and landscape materials DRC Minutes 12-20-2022 1 Motion by Rachel to continue discussion on the application to the next meet- ing. Second by Matt. Continued 6. New Applications Sign – 34 S Hunt Rd. The Applicant presented the application. The proposed sign generally meets the location and dimensional requirements. There are two signs proposed over the primary entrance, one facing the parking lot and the other facing S Hunt Road. The sign along S Hunt Road faces a residential structure. The DRC inquired about the hours of operation for the business and the possibility of switching off the back-lighting outside of business hours. DRC also inquired about the thickness of the plexi-glass. The applicant agreed to provide more details for the sign pertaining to the color palette, thickness of the plexi-glass. They also agreed to check with the business if it is possible to switch off the sign after 9pm. The Applicant will provide the requested information and the application was con- tinued to the next DRC meeting. Motion by Rachel to continue discussion on the application to the next meet- ing. Second by Matt. Continued Sign – 24 Rocky Hill Rd. The sign application consists of face replacement to the existing free-standing sign and updated sign to replace the existing sign on the building. DRC requested clari- fication of the application material for the building sign pertaining to size, type of sign, lighting and actual design. There were multiple images that conflicted with each other. There was no objection to the proposed changes to the free-standing sign. DRC continued the application to its next meeting pending submission of ad- ditional information clarifying the details and location of the building sign. Motion by Rachel to continue discussion on the application to the next meet- ing. Second by Matt. Continued 7. Other Business - None 8. Adjourn - Matt moved to adjourn @ 8:45pm. Rachel seconded.
