By City Clerk at 12:19 pm, Jan 18, 2023 Amesbury Public Library Board of Trustees Meeting Minutes - December 2022 Amesbury Public Library Board of Trustees Location: Remote via Zoom/Dial-in (see agenda) Wednesday December 14, 2022 7:00 PM Board of Trustees (BOT) Members present: Anne Campbell, Laurie Cameron, Pam Gilday, Brenda Rich, and Audrey Proctor APL Staff present: Aimie Westphal, APL Director 1. Call to order at 7:03 PM by Anne as chair. 2. Secretary’s minutes Discuss November meeting minutes. Motion to approve November minutes with suggested edits – motion by Laurie, second by Brenda, motion passes unanimously. 3. Communications There was no email. Councilor Deschenes stopped in at the APL after the City Council’s Nov 22 public hearing on the 2 APL bills (see Old Business later in these meeting minutes) and had a positive conversation with Aimie. 4. Budget report Aimie presents the FY2023 monthly APL budget for December as of December 8. The awarded state aid figure of $18,478.93 is shown in the Deposited column of the Other Finding – Library State Aid row. Also, the budget document shows a slight overage in the Library Other Mun. Buildings Maint. row (encumbered more than was needed for tree work). All sycamore tree management costs are complete for FY23 except for about $200. 5. Facilities report Aimie presents her monthly “Facilities Report to the Trustees” for December 2022. This document is included in the addendum (Addendum 1) and contains information about ongoing and new facilities-related projects as well as preservation projects such as the following: • The auto-close mechanism on the APL’s front doors was fixed by a volunteer machinist. The doors now auto-close properly. • The City Facilities Director has suggested that a mason may be able to fix the back wall lintel brickwork enough to allow the APL to use the back door as an emergency exit. If that back door is able to serve as an emergency exit, the space under the stacks (where 1  Amesbury Public Library Board of Trustees Meeting Minutes - December 2022 the APL Friends might house their in-person bookstore), might be reopened to the public. Updates to follow. 6. Director’s report Aimie presents her monthly “Library Director’s Report to the Trustees” for December 2022. This document is included in the addendum (Addendum 2) and contains information about Staffing, Technology, General Library News, and Library Closing/Delayed dates. 7. Sub-committee updates The Director Review subcommittee presented the subcommittee’s meeting minutes and summary of their November 14 meeting. Brenda motioned to accept the meeting minutes as presented, second by Laurie – the motion was approved unanimously by the subcommittee membership present (Audrey, Anne, Laurie, and Brenda). 8. Old business The City Council’s Budget & Finance Committee met regarding the 2 APL bills (see October and November minutes) in mid-November – Anne, Laurie, and Aimie attended. The City Council then held a public hearing on the 2 bills at their November 22 meeting and approved both bills. The 2 bills are 2022-152 (transfer $66,100) and 2022-153 (transfer $12,220) – both bills are available on the City website at https://www.amesburyma.gov/407/2022-Council-Bills. 9. New business Aimie and the Mayor met to discuss changing Aimie’s status from an interim 1-year APL Director to hiring her outright as the APL Director, provided that the APL Board of Trustees votes to approve Mayor Gove’s hiring of Aimie as APL Director. Laurie makes the motion to recommend to Mayor Gove that she hire Aimie as the Amesbury Public Library Director. Audrey seconds the motion. The motion passes unanimously. 10. Matters not reasonably anticipated in advance of the meeting None. 11. Adjourn: 8:03 PM.
