Amesbury Public Library Board of Trustees Meeting Minutes - April 2023 Amesbury Public Library Board of Trustees Location: Amesbury City Hall Auditorium By City Clerk at 10:15 am, Sep 11, 2023 Wednesday April 12, 2023 7:00 PM 2023 Board of Trustees (BOT) Members present: Jessica Ducrow, Delia Rinaldi, Laurie Cameron, Anne Campbell, Pam Gilday, Audrey Proctor, Gail, Bethany APL Staff present: Aimie Westphal, APL Director and Meghan Fahey, Head of Archives 1. Call to order at 7:00 PM by Anne as chair. 2. Secretary’s minutes Motion to approve March 8, 2023 Board of Trustees meeting minutes by Pam with identified minor edits, second by Jessica. Motion is approved unanimously by all who were present at the March 8 meeting. Motion to approve March 27, 2023 Board of Trustees meeting minutes by Laurie with identified minor edits, second by Audrey. Motion is approved unanimously by all who were present at the March 8 meeting. 4. Communications There was no email and there are no communications to report. 5. Budget report Aimie presents the FY2023 monthly APL budget for April. Aimie presents the FY24 Budget proposal – MAR budget document that she was asked by Mayor Gove to create. The MAR is $891,846. (See Addendum 3). Note: Per Massachusetts General Law (M.G.L., c.78, s.19A) states that a municipality must appropriate a figure of at least the average of the last 3 years’ municipal appropriations to the library for operations, increased by 2.5%, in order to be certified for State Aid to Public Libraries. This calculated figure is known as the Municipal Appropriation Requirement (MAR). Compliance for the MAR is based upon the year that the library is filing, most likely the last complete fiscal year. This budget meets APL’s MAR value for 2024 as set by the state – it is the exact amount of that MAR value. This budget is not what the Trustees voted on for the FY24 APL budget. Amesbury’s overall FY24 is expected to be difficult. The Mayor asked to see a MAR value budget. Discussion and decision. The Trustees will send a letter to Mayor Gove advocating for a 3% overall budget increase at an overall APL budget number for FY24 of $26,384.13. 1  Amesbury Public Library Board of Trustees Meeting Minutes - April 2023 6. Director’s report Aimie presents her monthly Library Director’s Report to the Trustees for April 2023. (See Addendum 2.) 8. Sub-committee updates None have met since last meeting. A meeting of the ad hoc Facilities Master Plan committee will be scheduled. 9. New business None. 10. Matters not reasonably anticipated in advance of the meeting. None. 11. Adjourn: 8:26 PM.
