Notice is hereby given of the Availability of the following Draft amendments for
public review and comment:
• Draft Amendments #1 and # 2 to the FFY 2021 Merrimack Valley Metropolitan
Planning Organization (MVMPO) Unified Planning Work Program (UPWP)
December 2020
• Draft Amendments #1 to #7 to the FFYs 2021-2025 MVMPO Transportation
Improvement Program (TIP) December 2020
Two (2) VIRTUAL Public Hearings on these documents will be held, one in the early
afternoon, and one in the evening:

The UPWP presents information on the transportation planning activities that will be
carried out in the MVMPO region over the federal fiscal year (October 1, 2020 –
September 30, 2021). Most of these analyses and studies will be conducted by the
transportation planning staff of the Merrimack Valley Planning Commission. However,
other important studies that impact the region, including studies conducted by other
agencies, are also identified and briefly described.
The TIP is a Federally-mandated document that programs Federal transportation
funding in the region. The TIP provides a brief description of each road or transit project
along with estimates of cost and the year that it will likely be advertised for construction.
Any transportation project that will use federal transportation funds must be in the TIP.
In addition, the MVMPO’s Public Participation Plan satisfies the Merrimack Valley
Regional Transit Authority’s public participation process for the development of its
Program of Projects.
The above referenced amendments are available for review on the Merrimack Valley
Planning Commission (MVPC) website ( www.mvpc.org ) for the twenty-one (21) day
review period beginning on December 9, 2020 and ending on December 29, 2020.
The MVMPO staff will accept emailed written comments on the Draft documents
through December 29, 2020. Public comments must be submitted to:
akomornick@mvpc.org.
The MVMPO expects to take action on the above documents at its late December
meeting (check www.mvpc.org toward the end of the review period for recent news
regarding the MPO VIRTUAL meeting. Members of the public are invited to JOIN the
VIRTUAL meeting. Comments on the draft documents will also be accepted orally at
this meeting. In the event that further amendments to the documents are recommended,
the draft documents will be re-released for public comment in accordance with the
MVMPO Public Participation Plan. Upon adoption by the MVMPO, the TIP will be
considered to be the MVMPO’s final program of projects.
Notice: The Virtual Public Hearings are accessible to people with disabilities and
