Public Notice: Merrimack Valley Metropolitan Planning Organization
Proposed Action, Public Hearings, and Comment Period
The Merrimack Valley Planning Organization (MVMPO) hereby gives notice of the availability of the following proposed
action(s) for public review and comment:
FFY2024-2028 Transportation Improvement Program Amendment #3 and #4, and;
FFY24 Unified Planning Work Program Amendment #1
The above referenced action(s) are available for review on the Merrimack Valley Planning Commission (MVPC) website
(www.mvpc.org/mvmpo) and are described below. The Merrimack Valley Metropolitan Planning Organization (MVMPO) will
hold two public hearings to discuss the proposed action(s) and receive comments. Comments may also be submitted directly
by email to transportation@mvpc.org.
• Hearing Location: Virtual
• Date: _February 21, 2024
• Time: _1:00 PM – 2:00 PM and 4:00 PM – 5:00 PM
• Meeting Format: No formal presentations will be given; however, staff will be available to discuss the action(s) and
receive comments. Comments will be provided to the MVMPO Board to inform their consideration of the action(s).
Proposed Action(s):
FFY2024-2028 Transportation Improvement Program Amendment #3: Add Community Transit Grants
+$125,000 for Merrimack Valley Transit to support a Travel Ambassador Program
+$38,000 for Northern Essex Elder Transport (NEET) to support Driving for Health and Wellness
+$5,000 for Groveland to support demand response services for persons 60 and older
FFY2024-2028 Transportation Improvement Program Amendment #4: Flex Federal Highway Administration Funds to the
Federal Transit Administration side of the Transportation Improvement Program to increase and upgrade rolling stock
+$1,858,400 to purchase four low-floor 29’ buses
+$1,786,400 to upgrade six 35’ bus purchases from diesel to diesel hybrid
FFY2024 Unified Planning Work Program Amendment #1: Add Previous Years’ Carryover to the Unified Planning Work
Program:
+$64,747 to install fifteen trail counters purchased in FFY23
+$12,859 to purchase an additional ArcGIS Pro License
+$35,000 to support the FFY24 Fare Free Evaluation
+$18,825 to support graphic and design for the region’s Active Transportation Plan
