By City Clerk at 2:50 pm, Apr 03, 2023 City of Amesbury Office of the City Clerk 62 Friend St. Amesbury, MA 01913 City Council Ordinance & Administration Subcommittee Minutes January 12, 2023, at 7:30 PM City Hall- 62 Friend Street Chairman Peter Frey called the meeting to order at approximately 7:00 p.m. Roll call was taken and present were Councilor Lennon, Atty. Raffa, Councilor Rinaldi, and Councilor Frey. Atty. Johnson was absent. Approval of Minutes- November 21, 2022 & December 19, 2022 Councilor Lennon moved to approve the minutes of November 21, 2022 as presented. She was seconded by Councilor Rinaldi. The motion passed (2-1 Abstention- Frey). Councilor Lennon moved to approve the minutes of December 19, 2022 as presented. She was seconded by Councilor Frey. The motion passed (2-1 Abstention- Rinaldi). Public Comment- There was no one to speak at public comment. 2022-147 An Ordinance to amend the Section V Schedule I (Parking) of the City Traffic code to limit parking on the south side of Cedar street from the corner of R street and Cedar St to the Eastern end of the property of the Lofts on Clark Pond- Councilor Deschenes Sponsor • Councilor Rinaldi recused himself from the item but briefed the committee on some background information. • Councilor Lennon said she didn’t have any concerns with the validity of the need. She had questions about the language of the bill and said she would like it to say “limit parking twenty feet from the corner”, some kind of measurable distance. • The committee looked at map images of the location for better understanding of the bill. • Atty. Raffa noted several typographical errors to be changed. 1. The word “intersection” in the second line of the summary is spelled incorrectly. 2. The word “turning” in bullet number 2 in the summary is spelled incorrectly. 3. Add a comma after the word “apartments” in the first sentence of the summary. 4. Under the “Be it ordained” section, third line, change the period to a semi colon. Councilor Lennon moved that the Ordinance and Administration subcommittee return bill 2022- 147 back to the full City Council with a positive recommendation including the following scriveners’ errors to be corrected, and to set a public hearing for January 24, 2023. 1. A roll call vote was taken, and the motion passed (2-1 Abstention- Rinaldi) 2022-181 An Ordinance to amend the City of Amesbury Traffic and Parking Regulations Article XII – Authority & Duties of the Traffic and Transportation Commission to dispose of the Traffic and Transportation Commission of its role and responsibilities to the City of Amesbury Traffic and Parking Regulations on December 31, 2022. – Councilor Lennon Sponsor • Councilor Lennon said that she has a meeting with the Chair of the Traffic & Transportation Committee to discuss this bill. She discussed how the Committee has traditionally operated and their purview. Councilor Lennon discussed the issues that come before the Traffic & Transportation Committee and how residents with traffic complaints/concerns would now come before the Planning & Development subcommittee to be heard. • The subcommittee discussed the bill and asked the sponsor various questions. • Councilor Lennon the sponsor requested that this matter be continued to the next Ordinance and Administration meeting. Councilor Rinaldi agreed. Councilor Lennon moved to continue 2022-181 to the next regularly scheduled meeting of the Ordinance and Administration subcommittee on February 16th. She was seconded by Councilor Frey. A roll call vote was taken, and the motion passed unanimously (3 voting members present). Councilor Lennon moved to adjourn the meeting at 7:54 p.m. and she was seconded by Councilor Frey. The motion passed unanimously (3 voting members present). February 9, 2023
