By City Clerk at 9:59 am, May 24, 2023 City of Amesbury Office of the City Clerk 62 Friend St. Amesbury, MA 01913 City Council Planning and Development Committee Minutes April 19, 2023, at 7:00 PM City Hall Auditorium- 62 Friend St. Chairman Mandeville called the meeting to order at 7:02 PM. Roll call was taken and present were Councilor Hogg, Councilor Wheeler, and Chairman Mandeville. Minutes for approval- March 22, 2023 Councilor Wheeler moved to approve the minutes of March 22, 2023 as presented. He was seconded by Councilor Hogg. The motion passed unanimously. Public Comment • Owen Corcoran, 423 Prospect Street, chair of the Traffic and Transportation Committee (TTC), spoke in favor of dissolving TTC and putting a different structure in place. • Ann Marie Casey, Chief of Staff, mentioned that the Council will be receiving a memo detailing an outline of the proposed process for bill 2022-181. 2022-147 An Ordinance to amend the Section V Schedule I (Parking) of the City Traffic code to limit parking on the south side of Cedar street from the corner of R street and Cedar St to the Eastern end of the property of the Lofts on Clark Pond- Councilor Deschenes Sponsor • Councilor Deschenes, the councilor sponsoring the bill, spoke to the benefits of the bill. • Councilor Wheeler asked if the DPW can put up signs. Councilor Deschenes replied that they can as the policy already exists. • Councilor Wheeler stated his concern over the appearance of making such a change in front of a fellow councilor’s house. Councilor Deschenes stated that he will look further into the matter. Councilor Hogg moved to continue 2022-147 to the May 17, 2023, Planning and Development meeting. He was seconded by Councilor Wheeler. The motion passed unanimously (3 members present). 2023-033 An Order to: Vote Intent to Lay Out Point Shore Drive and Point Shore Overlook and Refer to Planning Board. -Mayor Sponsor • Chief of Staff Ann Marie Casey stated that the Planning Board has 45 days to refer a recommendation back to the Council. After this recommendation, a subsequent order will be filed to lay out and accept Point Shore Drive and Point Shore Overlook. • Developer Rick Saba gave a brief history behind the bill and shared his support of the acceptance. • Chairman Mandeville asked if all items required for street acceptance have been completed. Mr. Saba stated that they have. • Ms. Casey stated that the application was submitted to and approved by DPW. • Chairman Mandeville asked if the City Clerk has sent notices to abutters. Ms. Casey stated that she has not yet communicated with the City Clerk about this matter. • Councilor Wheeler asked if the open space parcel has already been transferred. Mr. Saba stated that it has. • Councilor Wheeler asked if Lot 3 is part of the subdivision. Mr. Saba stated that it is where the last house was built. Councilor Wheeler moved to send 2023-033 back to the City Council with a positive recommendation pending the receipt of the abutters notifications. He was seconded by Councilor Hogg. The motion passed unanimously (3 members present). Councilor Wheeler moved to adjourn at 7:36 PM. He was seconded by Councilor Hogg. The motion passed unanimously (3 members present). CHAPTER 30A §§18-25 Version 7.1.10 City Council Planning & Development Committee Meeting April 19, 2023, at 7:00 PM Amesbury City Hall Auditorium Topics for Discussion / Agenda: Roll Call Minutes for approval: March 22, 2023 Public Comment 2022-147 An Ordinance to amend the Section V Schedule I (Parking) of the City Traffic code to limit parking on the south side of Cedar street from the corner of R street and Cedar St to the Eastern end of the property of the Lofts on Clark Pond- Councilor Deschenes Sponsor Summary: Since the opening of the Briggs Mills apartments residents have been using the south side of Cedar St from R street intersection to the Eastern end of the Lofts at Clarks property as a permanent parking lot instead of using their designated parking lot on Poplar St. This situation causes the following. 1. Reduced visibility for vehicles turning Right onto Cedar St. from R Street. 2. Reduced visibility for vehicles tuning into and out of the main and visitor parking lots @ the Lofts at Clark pond. These changes were reviewed and approved at the Traffic and Transportation Committee on October 18, 2021. 2023-033 An Order to: Vote Intent to Lay Out Point Shore Drive and Point Shore Overlook and Refer to Planning Board. -Mayor Sponsor Summary: The City Council shall vote its intent to lay out Point Shore Drive and Point Shore Overlook and refer the proposed action to the Planning Board.
