Amesbury Technical Review Committee January 18, 2022 1. Call to Order – Chief Bailey called the meeting to order at 9:05 2. Minutes from 12-21-2021and 12-7-2021 a. Motion to approve minutes by Deputy Chief Nolan. Seconded by Angela Cleveland. Motion passed unanimously. 3. New Projects 4. Existing Projects a. 34 Water Street b. Nipun said the issue that came up with the pb was the riverwalk. There is an informal path behind the building used by the public. c. Chief Bailey wants to know the process to formalize. Nipun clarified that the applicant only needs 8 parking spaces. The developer has been asked to consider that and then return with a proposal to the mayor. Nipun Jain said it would be safer to have the path because otherwise people will just go through a parking lot. d. Angie Cleveland said in the last meeting with the pb, potentially asking coastal connections if there is an opportunity to use some of the spaces. e. Nipun Jain said the owner is amenable to creating a path. f. Chief Bailey would like to see what the developer comes back with and reach out to national grid to see if we can get permission to use that land so people can cut through. g. Next memo going out saying public safety would support the path going behind the building based  Amesbury Technical Review Committee January 18, 2022 on new parking by the developer and a letter to support using that property behind there. h. TRC is in conjunction with planning and asked Chief Bailey to have the memo ready and for him to be at the meeting. 5. Quick Updates a. 12 South Hunt Road i. The developer submitted plans for the modification. ii. Deputy Chief Nolan commented that the old building has a whole new sprinkler system and requested they add another hydrant as the only one is too far away and faced the highway. iii. If the applicant says they will put one in when they build the rest, that is okay. Deputy Chief Nolan asked TRC to put together a memo saying that a hydrant needs to be in the parking lot by the dumpster pad. iv. Memo will be done by the following Tuesday or by the February meeting. v. The applicant needs to provide the plans for everything and the use as well. It may be worth having the applicant come to TRC and explain to everyone. vi. Deputy Chief Nolan would like to talk with the developer about the plans for 12 South Hunt Road at 1pm next Tuesday. vii. Some questions came up regarding the structure: 1. Do you truck it away or store it when it is taken down?  Amesbury Technical Review Committee January 18, 2022 2. Is it noisy? Does it require a pump? How long is temporary? Can it be revoked after a few years? b. 39 Hillside Avenue i. The requirements under zoning are to provide 15 feet of buffer and they asked the board to relieve that requirement. 6. Administrative a. OpenGov b. Vinny’s office will oversee permits for city ordinances and enforcements. i. Deputy Chief Nolan asked for more regulations and asked to have his own set of standards. ii. Angela Cleveland said yes 7. Adjourn a. Deputy Chief Nolan motioned to adjourn at 10:09 am. Seconded by John Lopez. Motion approved unanimously.
