The Board of Trustees Meeting was called to order at 7:00 p.m.

Mayor Siry welcomed everyone to the Board of Trustees Meeting and invited Lt. Caramanica to lead the
Pledge of Allegiance.
He asked Deputy Mayor Kevin Smith to share good news and upcoming events which include:
Bay Village Civic Association Clean Up of Ketcham’s Creek with Save the Great South Bay Society and
Town of Babylon, Sat., 5/18/24 at 9 a.m., The Farmer’s Market moves to the First Church starting June
15th, with a Craft Fair and Farmers Market also taking place on the Church lawn on Saturday, May 11th.
Mayor Siry called for Trustees to present Committee March/April reports.
Justice Court – report March (Trustee Roger Smith)
Department of Public Works –April 2024 (Trustee O’Neill)
o Hauled and disposed of 2.42 tons municipal waste,10.25 tons C&D
o Planted and removed trees various locations throughout the village (twenty-five (25) including four (4)
memorial trees and water them so they get a good start to grow)
o Removed 30 trees on the north property line of the Beach for the installation of new trees.
o Installed post at the south church (first Methodist Church) for the dedication of the Pomeroy historic
marker

o Removed the control valve and capped the water feed in conjunction with the installer of the infield astro
turf for the “B” field
o Continue to clean and treat the teak memorial benches
o Provided trash receptacle cans and barricades, and cleaned up for the BVCA shredder day at the 9/11
Memorial Park
o Moved the fire department’s training door simulator from Mill St. F.H. to the main F.H. and back again
o Continue to groom and line the beach and the “A” fields for their seasonal play
o Assisted American Well to remove the well head on well #2 at the municipal building
o Replaced /rebuilt when possible and had them tested, (SCWA) mandatory annual testing of the villages

o Removed and cleaned up from an MVA at the beach from which 150 ft. of fence and gate was destroyed

o Continue to mow and landscape the Village’s 7 acres of grass areas per week
o Removed the child’s digging toys and started to assemble and install 3 new digging toys (at beach
playground)
o Prepared the beach and other areas, and cleaned up for the Kiwanis event at the beach

Public Comments
Kim Montana, 20 S. Ireland Pl., asked the Board to exempt from the Code storage of trailer permit requirements
for horse trailers. She cited articles that refer to horse trailers as recreational vehicles. She explained that her horse
trailer is kept empty, is under 30 ft. long and under the weight limit, is not for storage or commercial purposes,
and is located at the end of a long driveway. It is used to transport her pony to shows, and the horse is not kept on
her property.
Village Attorney Bruce Kennedy did not concur with the recreational vehicle status yet noted that the Board of
Trustees has the discretion to waive the permit and/or the permit fee.
Deputy Mayor Kevin Smith motioned to waive the permit for her horse trailer. Mayor Siry said he would be
inclined to waive both the permit and the fee, as the trailer is much like a boat trailer, which is permitted.
However, he acknowledged a permit would allow the Village to track the trailer over time when there could be
changes in property ownership. Trustee Brooks agreed to waive the permit as it is out of sight; Trustee Roger
Smith agreed to waive the fee.
Trustee O’Neill stated that not having a permit on file runs afoul of the Village Code, therefore, he suggested that
the Board require a permit but could waive the storage of trailer fee as a courtesy. (Permits expire June 1st.)
Deputy Mayor Kevin Smith rescinded his earlier motion.

for installing the pole.
