The Board of Trustees Meeting was called to order at 7:00 p.m.
MEMBERS PRESENT: Mayor Dennis Siry, Deputy Mayor Kevin Smith; Trustee Michael O’Neill,
Trustee Roger Smith, Trustee Owen Brooks, Jr.

Mayor Siry welcomed everyone to the Board of Trustees Meeting and invited Chief Bryan Burton to lead the
Pledge of Allegiance.
The Mayor announced that the Amityville Police Department has been awarded accreditation by New York State
which is a well-deserved honor. He thanked Chief Burton and acknowledged the efforts of Lt. Frank Caramanica,
who received an award from the state for his leadership and dedication throughout the three-year period of
accreditation review. The APD force was present to join in the recognition.
Next, Mayor Siry announced the winners of the Junior League of Amityville Essay Contest/Scholarship. They
were Madeline Shingleton, 1st place, and Taylor Alexa Thompson, 2nd place. Their essays described the best advice
they have received. The Board offered their congratulations and participated in a photo with the Junior League and
winners.
The Girl Scouts then gave the Mayor and Trustees an update on their clean-up project at Delano Preserve, noting
that the pathways were cleared of huge amounts of debris. They plan on installing a sign about ticks and poison ivy
and fundraise for a new bridge to safely navigate the preserve. Mayor Siry thanked the scouts and Troop Leader
Meghan Messmann for their preservation efforts and service to the Village. Superintendent Hopper offered the
troop his help in getting mulch for the cleared trails.
Mayor Siry then called for Trustees to present Committee May reports.

Department of Public Works –May 2024 (Trustee O’Neill)
Hauled and disposed of 4.28 tons Municipal waste, 92.0 tons wood chips, logs, stumps,16.41 tons C&D
>Assembled and poured footings and installed for 3 new children’s digging playground toys at the small park at
the beach
>Assisted fence installer with the final assembly of the damaged fence at the beach -- rest of an MVA
>Planted 3 trees north side of Merrick Rd. East of County line Rd. Removed and replaced a tree on the west side
of Avon Lake. The tree had the Scale, an insect that takes advantage of a stressed tree, which is very difficult to
eliminate. Also took delivery and planted 34 “Kaizuka” (Torulosa) for the north property line; installed irrigation
for the newly planted trees to give them a good start
>Took delivery and installed in various locations throughout the village the cascading Geraniums. Also planted
some in the large planter containers, mixed topsoil and placed into the planter boxes and set up a watering
schedule to keep the newly plants alive
>The department continues to keep up with the weeding and the trash build up throughout the village
>Set up barricades for the Sheriff department for an eviction on #290 Broadway, and also for 12 Dowsing Pl.
Notified property owners of the amount of property owners for them to schedule that the property be removed
from the roadway Broadway complied and completed Dowsing Pl. is still pending
>Ballfields groomed and lined “B” field (County Line Rd. is now being used); made and installed special signage
for special turf rules and regulations
>Completed the VFW veteran banners for the downtown and Merrick Rd. locations
>Installed 2 tons of hot asphalt for patches and potholes at various locations in the village
>Assisted tree removal company for the removal of 2 large 48” 52” diameter trees -- Franklin St. and Belmont
Ave. Tree on Belmont was deliberately gurgled by persons unknown
>The department continues to mow and take care of 7 acres of grass areas
>Pulled the memorial bench from Pearsall Park (someone broke the slats and teak wood A.P.D. notified CC#AM-
002832-24)
>Repaired the electric feed for Peterkin Park, somehow the connection was tampered with -- secured the box
>Continue to clean and treat the teak memorial benches
>Sign replacement and repairs ongoing
>Floor painting completed in the beach buildings
>Started the Beach preparation for the upcoming season

Public Hearing
Call for a public hearing on June 24th, 2024 for Introductory Local Law No. 4 of the year 2024 to prohibit artificial
turf on any land within the Village of Amityville without a special use permit from the Board of Trustees

“no”.

Village Attorney Bruce Kennedy explained that the proposed law would allow the Village to retain an
administrative processing fee to offset expenses associated with the application process for licenses and permits.
This is warranted, especially in cases where the application is withdrawn or if not granted. Building permit
administrating processing fees would be $100.00, and $50.00 for all others.
Resident Stephanie Andrews, 156 Cedar St., asked for clarification of the language which includes drivers
licenses, to which Mr. Kennedy responded it refers to taxi driver licenses.
With no further public comments, a MOTION TO CLOSE the public hearing was made by Deputy Mayor
Kevin Smith and seconded by Trustee Brooks

Mayor Siry explained that parking allowances for existing multi-family dwellings have not been adequately
estimated in parking analyses and an increase in parking ratios is necessary. Mr. Kennedy noted that the proposed
law is prospective and thus would only apply to future projects.
Diane Mellish, 22 South Ketcham Ave., said that developers often ask for Zoning Board of Appeals relief.
Trustees Michael O’Neill, Roger Smith and Mr. Kennedy expressed a belief that having more stringent parking
requirements in the Village Code reduces the likelihood that the ZBA would go against those limits.

Public Comments
Stephanie Andrews, 156 Cedar St., asked the Village to be more proactive about door-to-door solicitation, by
either escalating fines or enforcement, especially to prevent the elderly from harm. Mr. Kennedy advised that there
is a permit needed to solicit in the Village and residents should report incidents to the APD. He added that some
people put “No Solicitation” signs on their doors, which can subject violators to arrest for trespassing.

Dave Ehlers, 47 West Lake Dr., voiced concerns and displeasure about the conditions at Avon Lake, saying the
benches and light posts are tilted, trees are not trimmed, vines are strangling vegetation, curbs are in disrepair.
Susan Geiger, 67 West Lake Dr., brought up the infestation of the invasive plant, parrot feather, which is getting
progressively worse, obstructing the water flow.
