Airport Advisory Board Meeting Minutes Anaconda – Deer Lodge County May 24th, 2017 – 7:00 a.m. Pilot’s Lounge . Members Present: Chairman Jim Jonas, Vice-Chair Al Messer, Randy Johnson, John Lombardi, Nick Nardacci, Commissioner Terry Vermeire Members Absent: Tim Casey Others Attending: Greg Bahr, Airport Manager, Chas Ariss, Planning Director, ADLC, Carlye Hansen, Planning Department Secretary I. Call Meeting to Order: Jim Jonas, Chairman II. Approval of Minutes: Motion was made by John Lombardi to accept the April 26th, 2017 and seconded by Al Messer. Motion carried. III. Manager’s Report: Greg Bahr, Airport Manager • Maintenance – Weed spraying started on May 8th, 2017, and this took a couple of days. It does look like this has been effective. He had them spray around the lounge to get rid of the grass in the parking area. As far as the runways, taxiways, it looks like the foliage around the lights will die and be taken care of. The stove top is now working in the lounge. The hot water heater is not working. The parts are coming. He is changing the lights when he sees they are out. • Airport Usage – Since the last meeting, Greg has captured 12 airplanes and one was a jet from Atlanta. This flew in and spent the night. This was for a conference at Rock Creek Ranch. He got to meet the pilots and had a conversation with them and mentioned to them that they mention the airport at the Rock Creek Ranch and hopefully they can see more traffic. Greg now has the phone that Jim Novak had, so he should be getting all the missed calls to the number that is out on all of the literature, websites, etc. for the airport contact information • Wildlife Fence/Gate/Second Camera Installation – There was a little bit of holdup on this as Dick Johnson had been injured and was out for a couple of weeks. He was the subcontractor under Mild Fence. Mild Fence also has a big job in the northern part of the state so they did not have the manpower available. They did get another punch list  and they came in on Monday and they did do everything on the punch list other than the pavement. Greg talked to Tyler yesterday. He will talk to Mild Fence today to see what they can do about getting the pavement work done. There was an issue with the first go around on the punch list. The wetland area where they had the chain link, there was over a foot gap between the fence and the ground. They were having trouble with the wheeled skitster getting in to get the dirt in and get this built back up. They subbed with Dick Johnson and he did that on Monday also. Randy and Greg took a ride last night and checked this out and it looks very nice and Greg is very happy with how that turned out. There is a small section of the fence between the fence and the operator for the gate that the put horizontal wires across. He went out there and it was just able to be pushed down with a light push. He asked them to put a vertical wire up and there are horizontal loops so the wire slides. Greg is not going to accept that so they will need to do something there. The locks are all installed on all the perimeter gates. It is the same combination as the main gate and the lounge. Simplex, which supplied us with the camera that is on the gate right now happened to have four cameras that they installed in Bozeman somewhere and the folks were not happy with them, so they removed them. It was the exact same camera as what we have and they are $1200 apiece. It is looking that they can get the second camera for about $700 to $800. Greg talked to Bill about this and the budget for the airport is tapped, so will have to wait until the next fiscal year and he also put this in the budget for the second camera. There has been no wildlife within the fence other than a large jackrabbit, a coyote, and possibly one doe, however he cannot find the doe as the fence was not complete and secure. He will go back and do a thorough check of the property. • Fuel Farm – Greg finished the budget and he did include the fuel farm in the budget. There ae a lot of steps to go through to get this to work and we will go through the steps. It is in the budget for the match from the county and we will apply for this through the FAA and we will apply for the money from Montana Aeronautics. With the fuel farm, in talking with Bill Everett and Tyler, from Morrison-Maierle, and with his thoughts on the beacon, it is definitely time for something different on the beacon. He included in the budget, that we get and LED tip down beacon, so will see how this goes, beacon and fuel farm put together as one line item, and if this is approved, then will try and do both at the same time. Extensive discussion about types of tanks, how large, etc. Chas Ariss had several question about various engineering aspects and all discussed. • DigiWx – On 05/13/17, at 1:45 a.m., the visibility sensor went down. This is the third time that Greg has been involved in and he asked the Belford guy what he thought was going on with these burning up. He thinks this is a power supply issue or a surge. Greg is going to put a surge protector ahead of the sensor on the 120v side. He talked to Colbert Electric about this. Greg found a source on Allied Electrical Supply for $18.50. He ordered two of these to have one on hand. These have to be FAA approved. • Ground Lease Agreement – All the hangars have been surveyed, staked, and pinned. The hangar owners know what their lot sizes are now, so this can begin to be taken care of somewhat. The motor home owned by Lee Sampson, has been removed. Steven 2  Walters also removed his little trailer the same day also. As soon as the lease agreements are finalized and we get those sent to everybody, then he will be more into enforcing the hangar upkeep when he has something to fall back on. The lease agreement has been forward to the FAA, but no one has heard back from them, so Jim Jonas is thinking they should just move forward and get this to Ben Krakowka at the County. They may need to have a special meeting for approval of the lease agreement. • Other – Greg talked in depth with Tyler yesterday regarding the apron and it is still in the works on the CIP for 2020/2021. The only issue that he is thinking is that we will ask for the fuel farm, and right now our inspection on the apron reveals it is towards the end of life. It is somewhat acceptable, but according to FAA, that it is considered timed out. The issue may be with FAA that we are asking for the fuel farm before the apron. He will talk with Shaun from Morrison-Maierle about this and discussion options that we may have for this. Old Business: None New Business: • Frequency – In the future, Greg would like to look at getting a separate frequency for DigiWx. This would allow you to dial in and this would play all the time. This would decrease the cost that they are paying at this time. Chas asked about the possibility of getting LED lights on the runways. This is a very huge expense. There are, however, some incentive programs through Northwestern Energy, etc. They will do a free energy audit and give money-saving options and incentives. Chas would like Greg to ask Tyler about this and thinks it would be advisable to explore these options. • Fly-In – Greg would like to look at having a fly-in over the summer so that folks can learn about our airport, our improvements, our fence, and what we are looking towards in the future. Would like to do a BBQ and just get some general aviation airplanes to fly in and look us over. He is hoping to do this in August-September of this year.
