Airport Advisory Board Meeting Minutes Anaconda – Deer Lodge County July 26th, 2017 – 7:00 a.m. Pilot’s Lounge . Members Present: Chairman Jim Jonas, Vice Chair Al Messer, Randy Johnson, John Lombardi, Commissioner Terry Vermeire, Tim Casey Members Absent: Nick Nardacci, Eric Cortwright Others Attending: Greg Bahr, Airport Manager, Chas Ariss, Planning Director, ADLC, Carlye Hansen, Planning Department Secretary I. Call Meeting to Order: Jim Jonas, Chairman II. Approval of Minutes: Motion was made by John Lombardi to accept the June 28th, 2017 and seconded by Tim Casey with changes as mentioned by John Lombardi. Motion carried. III. Administrative Development Permit – Art Keeler/Dick Baughman  Mr. Baughman is at the meeting today to represent Art Keeler who is going to be tearing out a small piece of concrete that serves as an apron for his hangar and will replace this with a 20’ x 40’ concrete apron. This would just be for excavation and replacement of the concrete only. Mr. Baughman is the uncle to Art Keeler and he also works for the contractor. This will be 4 inches thick and will be sloped away to deter drainage away from the hangar. Right now there is a small plane in this and his other plane is in Oshkosh with Mr. Keeler, so this is not being used as a storage facility. Jim Jonas feels that this would be considered an improvement to what is out there at this time. This basically just needs to go through the steps and before this can go through the Planning Department, this needs to be okayed by the Airport Board. This would then have an ADP processed. Tim Casey made a motion that this request be approved, seconded by Randy Johnson. Motion approved. III. Manager’s Report: Greg Bahr, Airport Manager  Maintenance – There have been no maintenance issues during the past month. Only a few minor things such as the bathroom door sticking, seven runway lights, and the hot water heater. Greg is going to have to dig into the hot water heater issue a bit more as the thermistors continue to go out. Not sure is this a circuit board issue or not.  Airport Usage – As far as Greg knows, there has been seven jets this month. His game cam was not working for a few days, but he is sure that he heard more than that on the scanner at home and then twelve general aviation airplanes came through.  Wildlife Fence – The pavement is in. When they had the water that came from a rainstorm down on the end of runway #4 flowing through, Greg went and inspected the fence afterwards and there was no settling and nothing washed out. Everything looks good as far as the fence goes. There has been no wildlife seen within the parameters of the fence. They have not signed off on this project, but Tyler is on vacation this week, so hopefully they will be in contact when he gets back.  Fuel Farm – The fuel farm is still in the works and looking at options. He did have the budget meeting last week with Terry Vermeire and Bill Everett. Bill would like the airport to keep looking at various options as they still have some time to present this and request the Federal grant money. No one knows how this will work and he is waiting for a call back from Tony Pfaff in Deer Lodge and Greg will ask him what he thinks a fair lease is. This cannot be substantial as there is not that much money in this, but this is still in the works, and not too sure what direction this will end up going.  DigiWx – DigiWx has been running well. There have been a couple of times where the visibility went out. All Greg did was cycle the power on this and this came back. Right now the phone is not working and he has been through the computer multiple times and tried to get this to go. He has a call into OSI and he can either walk Greg through this or he can fix this remotely from his computer. Everything is up and on, but it just won’t answer or give the weather over the phone. Greg has not gotten the quote back on OSI doing the maintenance on the DigiWx. He did get a bill yesterday of the one time that Steven was here to do the yearly inspection and maintenance, this was over $1800.00.  Budget – Greg did do the budget presentation on the 18th. The County is still working on finalizing the budgets and in that budget, he did ask for a mower and the cameras. Those were the two big items other than the match money for the fuel farm. As soon as that is approved, then Greg will talk to the man again about the cameras. Depending on price, there may be the ability to purchase two of these. Also, in the budget, was time for travel and books for testing for the DigiWx inspection training for Greg Bahr to become certified.  Fly-In – The flyers will be sent out by Julie Pooley, Clerk of Commission. The date for this will be August 26th. The flyers will be posted around town and other airports have been notified and invited. Greg has also contacted Rich Potvin. There will be a car show at 2  the drag strip that same day so Greg is hoping that perhaps they can parade their cars through or come over during the flour sack drop. There will be trophies made by someone here in town that Julie was telling him about and he will get in contact with this person. There will be one for the flour sack drop, People’s Choice for plane, and the longest distance flown to get here. There will be tables dropped off by the county and there are already a lot of chairs at the airport. The food will be hamburgers and hot dogs. Greg says he will bring down his smoker BBQ, but thinks they may need another one if someone has one that they can bring down. The Fly-In will start at 9 a.m. There is no real time frame. Greg feels that they will hold the flour sack drop a little later, so it will keep folks there a little bit longer. Al Messer asked if the Chamber of Commerce had been contacted about announcing the Fly-In. Julie Pooley will do the flyers as mentioned above, will put this in the paper, and Greg has put this on Facebook. Al will mention this to the Chamber of Commerce. As soon as the flyers are completed, Greg will get one to Al. The prices for the hotdogs and burgers have been $1.00 for hotdogs and $2.00 for burgers at other fly-ins. They are not going to make money on this, but could recoup a little bit of the expense. Chas suggested that they put an RSVP on the flyer so at least there would be a possible gauge on how many folks to possibly expect. Will have several different varieties of soda and water. AT the one that he went to recently, little girls went around dragging a wagon with ice in it and they were selling drinks for $1.00. Greg will be able to get all the buns for free. He has a brother and law and father in law who work for Franz. Greg also has wagons and coolers, so that should not be an issue. He also has an EZ-Up and he will open the doors to the garage and will set tables up there. Al Messer asked if anyone had contacted the Job Corp about doing the cooking for this event. He gave the name of several folks to contact up at the Job Corp if we may be interested in this thought.  Used Chain Link Fence – The used chain link fence that was from where the gate is now going up the entry road, there was about 300 feet of 4 ft chain link fence with the rails, top rails, and all the connectors. This sat next to the hangar. This is now missing. The last day that Greg thinks that he saw this there was when he was mowing and he went back to the logs and he believes this was July 9th. He went back in surveillance and he did not see anything go out in trucks. His game cam that is set up to see the apron did not catch anything that came around this way and he thought possibly could have gone out through Shellabarger’s. He is under the assumption that perhaps it is within the airport property, perhaps stuck in a hangar. He has looked in three of the hangars and it is not in there. Greg did file a police report. In talking with Bill and Terry yesterday, Bill had the idea of putting this out on some flyers, perhaps that someone inadvertently took this assuming that we didn’t need this and to have them please return this, no questions asked. There were tracks seen, and the only vehicles that had canopies that were in and out of the gate didn’t match up with the timing of the removal of the fence. He was going to fence off the lounge with it and make a picnic area, but this will not happen unless the chain link is returned.  Hangars – John Ford from the Rockin’ Ford Ranch is willing to rent his hangar out on a nightly basis. Greg has moved his plane into this hangar, but there is plenty of room for another plane as this is one of the larger hangars on the property. Dennis Shaw 3  contacted Greg. Greg let him know that all the grass has grown up around his hangar and that this really needs to be cleaned up sooner than later. He said that he would get this done. Old Business:  Hangar Lease – We are waiting on billing out the leases until we get the lease agreements finalized. Jim Jonas met with the county attorney last week and they went through the hangar lease agreement and he had one minor change and that was to make sure that we don’t limit ourselves when making changes to the rates. We had in there a limit of plus/minus 10% and he said there is no need to limit themselves and suggested that this be removed. The next step for the lease agreement process will be that the Airport Board should look through it, vote, and accept this, and then will need to run this before the Commission. We may need to schedule a special meeting in the future to accept the agreement as is. Greg is really anxious to get the letters out to the hangar owners regarding the “storage units” and the one thing that is needed from Tyler is the attachments that show the boundary of each lease. Greg thinks he may have this, but will have Tyler email this to Carlye. Lease charge discussion was almost held and it was agreed that the rate should increase per year. New Business:  There will be a group of motor homes coming in next weekend with their power parachutes. There will be five couples coming in and will stay for a couple of days and fly their parachutes. This group contacted Greg a couple of months ago and they asked about camping inside of the airport and he told them that this was fine. He has been keeping up with mowing becauwse of this and has a spot ready for them.  The ADLC website needs to be updated with all of the Greg’s information as everything is still under Jim Novak.
