Anaconda-Deer Lodge County Airport – Bowman Field Airport Advisory Board March 27th, 2019 Bowman Field Meeting called by Jim Jonas, Chairman Members Present: Jim Jonas, Chairman; Al Messer, Vice-Chair; Randy Johnson; Tim Casey; Type of meeting Monthly Meeting John Lombardi Minutes taken by Carlye Hansen Members Absent: Nick Nardacci; Eric Cortright Staff: Greg Bahr, Airport Manager; Carlye Hansen, Planning Department Secretary; Terry Vermeire, County Commissioner AGENDA TOPICS Call to order Approval of Minutes A. January 30 t h , 2019 Motion was made by Tim Casey to appr ove the minutes of the January 30th 2018 minutes; seconded by John Lombardi. Motion passes 5 -0. Manager’s Report – Greg Bahr, Airport Manager A. Flooding and Snow Removal Greg spent quite a bit of time plowing after the hug e snowstorm and right now a lot of the lights are still covered. He did use the loader from the landfill to do this. This was noted on the websites, so pilots would be aware. There was also some flooding which necessitated the airport being closed down a few days with the creek overflowing. The Ford hangar was flooded and it had Dr. McMahon’s airplane inside, so he ended up re nting a vehicle to get back and forth from Anaconda to his residence in Northern Montana. This has been an issue on the East end of the airport property since last summer. Pavement Maintenance Update At this point, the task order for the pavement maintenance project that is scheduled for this summer needs to go before the commission. CEO Everett has some questions in regards to the cost and the amount of money being charged by Morrison -Maierle. The bill that he has received from them for engineering was $55,000.00 and he is questioning the amount and the validity of this. The price for the ma intenance has also gone from an original quote of $185,000.00 to $400,000.00. This is due to the fact that the FAA is mandating a new material that be used for pavement. It is 4 to 5 times more expensive, but they s tate that it will also last 4 to 5 times longer. The plan is they is hoping to incorporate this project with Deer Lodge when they do their runway and that the contractor can do both in the same time period. This will require approximately a 1 0-day closure of the airport. At this point, the only money coming from the county would be $20,000 as originally anticipated, and the rest of the money would need to come from a grant given by Mon tana Aeronautics. C. Fuel Farm Update There is really no new information other than they are still looking for a truck, which will need to be stored within a contained area. The tanks are being built . Greg did meet with Sarah, Aaron, and a specialist to review the best location to place the fuel farm tank when complete. D. DigiWx Since our last meeting, there was only one small issue and Stephen had to remote in and was able to resolve the issue for us. E. Maintenance/Plowing See above F. Courtesy Car The car has been in the garage all winter. It is running well, but did need a new battery. G. Usage It has been very quiet with the weather being as bad as it has been. Have had several Life Flights and a few general aviation fly in, but expecting this to pick up with the warmer H. Fly-In As stated before, the fly-in will take place on August 4 t h , 2019. More information to follow. I. Statement of Qualifications and Experience (SQF) - RQF for Airport planning Services - RFQ for Airport Design, Engineering, and Construction Services At this point, Jim Jonas has prepared a draft SQF. However, with this being a legal document, they really need Ben to adjust the wording and then need this to address the needs of the airport. Jim does feel that one firm can handle both the Planning Serv ices as well as the Airport design, however, he would suggest owing this on to Ben Krakowka, County Attorney, and to Bill Everett, CEO, for review. Motion was made by Tim Casey to move the SQE with RFQ for Airport Planning Services and an RFQ for Airport Design, Engineering, and Construction Services on to Ben Krakowka, County Attorney, and Bill Everett, CEO, with the stipulation being that if there are significant changes, this be returned to the Airport Board for further discussion; seconded by J ohn Lombardi. Motion passes 5-0.
