Approval of Minutes A. November 27 t h , 2019 Motion was made by Ji m Jonas to approve the minutes from November 27 t h , 2019, with corrections as noted b y himself; seconded by Al Messer. Motion passes 5 -0. Election of Chair and Vice -Chair for 2020 Motion was made by Tim Casey to appoint Jim Jonas as Chai rperson of the Airport Board for the year 2020; seconded by J ohn Lombardi. Motion passes 5 -0. Motion was made by John Lombardi to appoint Al Messer as Vice -Chairperson of the Airport Board f or the year 2020; seconded by Tim Casey. Motion passes 5 -0. Usage The usage at the airport has been very, very slow with only a f ew air ambulances, an occasional jet, and some general aviation. This is mainly attributed to the time of year. 2. Maintenance The biggest issue right now are issues with the beacon. There have been connector issues as well as light bulbs burning out more regularly. The bulbs are currently running roughly $25.00 per bulb. Greg had to order these and he ordered several spares, so the beacon was down roughly a week and half. It was as ked how this is handled when the beacon is down and Greg stated t hat they just have to put a nota m on the system to advise pilots /aviation of the outage. The plow has not be en used yet this year, but it does have sand is ready to go. 3. Board Member As of right now, there has not been anyone who has come forward with interest in the Airport Board. Greg had talked to Dr. McMahon from the hospital an d he had seemed interested and can be put on the board since he does have mail delivered here in the County. He was going to check his various schedules and stated that he would get back to Greg, however, Greg has not heard back from him up to this point. 4. Loan Repayment from Lewistown At this time, there has been a misunderstanding in regards to the $79,420.00 that Lewistown is ow ing back the airport. Jim Greil, from DOWL , noted this and brought this to Lewistown’s attention . They will be getting all of the money back to us this year and they have signed contracts in regards to this drawn up at this time. New Business 1. Review of MDT Aeronautics Board Meeting Jim Greil, from DOWL, and Greg Bahr, Airport Manager, both attended this meeting in Helena on January 16 t h , 2020. Greg and J im, who was present at the meeting via telephone, discussed the meeting and the grant award process. Grant Acceptance from Montana Aeronautics This year, we asked for $7000.00 for repair of the beacon, and this was granted in ful l. We asked for $15,000.00 for the Apron Reconstruction Design and this was granted at only $7,500.00. We asked for #135,000.00 for the Apron Reconstruction Project and were granted this in full also . Please see MDT LOANS AND GRANTS on the attached Consultant Report by DOWL/Deluxe Engineering.  Beacon Project - $7500.00 granted in full In regards to the beacon project, it has be en noted that the replacement of the actual tower may need to go through SHPO (State Historic Preservation Office) but this would possibly need more time that what we can give, so at this time the beacon light is the only thing that will be repaired at this time. There will need to be an obstruction light on the beacon (red light), as well as light protection on th e beacon against lightening. There will also need to be an electrical subcontra ctor on board in order for this to meet FAA standards. Please see BEACON REPLACEMENT on the attached Consultant Report by DOWL/Deluxe Engineering. There has also been a retractable lanyard purchased for safety in getting up and down to change the lights on the beacon. This is 50 ft. It was $750.00 and Jim Greil is looking at th is getting this paid by the FAA. Tim Casey asked how Greg is getting supplies up to the beacon and explained that he has a lineman’s rope and bucket set up f or this .  Apron Design - $7500.00 granted out of $15,000.00  Apron Construction - $135,000.00 granted in full Motion was made by Ji m Jonas to accept all t hree of the grants given to the Bowman Field Airport by the MDT Aeronauti cs Boa rd; seconded by John Lombardi. Motion passes 5 -0. 3. Budget Change When the budget comes up again for the 2020 -2021 fiscal year, Greg will ask that $5000.00 that had been allotted for the beacon to be moved to the 2020 -2021 budget to offset the apron design costs of $7500.00 that was not granted to us at this year’s Montana Aeronautics Grant Approval Meeting. Motion passes 5 -0. 4. Loan to Choteau Greg noted that we are sitting really well at this time financially and we will be able to help the airport in Choteau with a loan of $80,000. Please see NPE (NON-PRIMARY ENTITLEMENT) LOAN TO CHOTEAU on the attached Consultant Report by DOWL/Deluxe Engineering. Motion was made by Ji m Jonas to permit the $80,000.00 to Choteau Airport Per agreement with Anaconda ; seconded by Tim Casey. Motion passes 5 -0. 5. Hangar Leases Carlye Hansen stated that at this time all of the hangar leases have been paid for the 2019-2020, however, there has never been a lease agreement signed by the family of the late Jim Novak, At this time, it was decided that Greg will contact Ben Krakowka, County Attorney, and see if he will write a letter stating that the county will not accept any more payments f rom the estate without signature of the lease agreement and hopefully with this communication, Ben and Greg will be able to get more of a feel on what their plans are for the hangar since Mr. Novak passed away. Miscellaneous 1. Fuel Farm Sarah Jones noted that she has heard absolutely nothing moving forward on the fuel farm at this time. 2. Airport Improvement Plan Sarah will get copies of the Airport Improvement Plan sent out to the Board members in the next few days. Next Meeting Date Wednesday, February 26 t h , 2020.
