Approval of Minutes A. July 29th , 2020 Motion was made by J ohn Lombardi to approve the minutes from J uly 29th, 2020; seconded by Tim Casey. Motion passes 6 -0. Manager’s Report – Greg Bahr , Airport Manager 1. Beacon – See Consultant Report 2. Maintenance Greg stated that there hasn’t been too much maintenance work done at this time. He has done some main tenance and little things to the plow truck, such as adjusting the Anaconda-Deer Lodge County • Bowman Field • 1022 MT Hwy 48 • Anaconda, MT 59711 1|Page  Anaconda-Deer Lodge County Airport – Bowman Field blade in preparation for the winter. 3. Pavement Markings At this time, the pavement markings that were painted onto the new pavement are bleeding through the paint, and through both coats. Thi s work has a warranty and at this time they have agreed to fix this next Spring (2021) . Greg will not sign off on this until this is correct and no longer bleeding through. Th ere is also a retainer for this project through Morrison -Maeirle, and basically, until this is corrected, no one will essentially get paid until all aspects are satisfactory and signed off. 4. Usage Right now, there is a huge amount of usage, ranging from jets, Life Flight, and ge neral aviation. Mr. Belgrade and his flight school have definitely increased the air traffic at the airport. 5. CIP This will be followed up by Jim and Sar ah and right no w they are going to play this out and see what feedback they receive on ideas for projects. Please see the CIP / NPE Narrative Description . Sarah wanted to note that the submission will be a guide as to how the money is being spent at Bowman Field and it will all be sent to the FAA and then on to Montana Aeronautics. Sarah did ask that if anyone on the Board has any questions, changes, or suggestions that they would like to see regarding the Apron Project to please notify her, Greg, or Carlye before the end of the y ear. 6. Grants This will be follow ed up by Jim and Sar ah and right no w they are going to play this out also. Please see the CIP / NP E Narrative Description 7. Apron Update - See Consultant Report 8. Beaver Dams – ARCO Both A RCO and Jor dan Construction asked for permission to cross the Bowman F ield property to take down the beaver dams across the creek. Greg gave them the permission and sin ce breaking down the dams the water buildup has gone down incredibly and on inspection of the new wildlif e fence, all is looking good on that. Flight School – Monte Belgarde , Flight Instructor Mr. Belgarde is very satisfied with how thi ngs are shaping up. He has been doing some work on the hangar. He has had a lot of outside interest in the flight school and f eels that there will be a huge increase of use at the airport when t he school is up and running at full capacity. He is elated with how busy they are with where they are currently at. And he wanted everyone to know how impressed he is with Greg Bahr, and his wife Donna, for all of their help and especially with their very timely plowing of snow on the runway when needed. The folks that are currently enrolled are really liking the facility and at this time he is using the Pilot’s Lounge as a classroom. He is looking at also doing some certified flight instructor courses in the future . He has one complaint and that is that there is no sign to indicate where t he airport is when coming into Anaconda. Terry Vermeire took note of this and state d that he will look into this further for him. This initiate d a significant conversation regarding the fuel farm. Right now, the original plan with Mr. Tabish has fallen through, however , there was a fuel truck purchased and refurbished for that project and no really knows where anyone is in regards to that. Mr. Casey asked where we are getting fuel right now and apparently Mr. Belgarde has a 250 gallon fuel tank that he takes to Deer Lodge, fills this, and brings it back to B owman Field. Tim also con firmed that this would have to be a certified fuel system and he asked what the service life of gasoline is. If you have fuel for one year, but add 50 gallons at 11 months, it restarts the year, so the fuel never really goes bad. As far as evaporation, LL evaporates more than jet fuel. If looking at f uture fuel farms, they discussed that there is a significantly more money in jet fuel and it wa s discussed that maybe we could look at CID grants for the fuel farm. They would like this adde d to the January 2021 agenda to add as a CID f or a fuel farm. Monte did ask , as an after thought whether the ground could handle larger ha ngars and whether or n ot that wi ll be o n the report obtained from the core samples. Greg thought so, but will definitely look at that when the report comes back. Eric was interested in whether or not there is any sor t of Airport Growth Plan and at this time, there is not. Bi ll Everett is very interested in construction of new hangars and Jim and S arah are interested in a new weather station . Consultant Report – Sarah Jones, Deluxe Engineering and Jim Greil, DOWL Mr. Greil and Ms. Jones were both present today via c onference call. At this time, Mr. Greil referred all to the attached Nove mber 2020 Airport Board C onsultant Report. At this time, it was noted that the Beacon Replacement Project is winding down. Ms. Jones stated that they did use ground loops and replace the obs truction line. There was cable ran from the beacon to the building an d there was old conduit that was replaced. As Anaconda-Deer Lodge County • Bowman Field • 1022 MT Hwy 48 • Anaconda, MT 59711 3|Page  Anaconda-Deer Lodge County Airport – Bowman Field stated in the Report, “ before a final FAA reimbursement payment can be submitted, a project closeout report will need to be submitted to the FAA.” This will require a Certificate of Completion and his should be completed in a few weeks. This project was 100% f unded. The Airport Apron Reconstruction Design is underway. The geotech drilling has been completed. These did include boreholes along the apron near the hangars as additional bid items. These borings were done for subgrade. All bids are due by March 1 s t , 2021. The project will begin in Spring 2021 . This was project will be 100% funded. Aside from th e Lewistown Airport NPE, there was an additional NPE given to the airport in Choteau in the amount of $80,000.00. It turns out that this money was not needed and will be back for our use in 2023 -2024 Fiscal Year. For all other information, please see the November 2020 Airport Board Consultant Report.
