Anaconda-Deer Lodge County Airport – Bowman Field Airport Advisory Board Monday, May 10th, 2021 @ 7 a.m. Meeting called by Members Present: Jim Jonas, Chairperson; Jim Jonas, Chairperson Tim Casey; Randy Johnson; John Lombardi; Type of meeting Monthly Meeting Monte Belgarde; Eric Cortright Minutes taken by Carlye Hansen Members Absent: None Staff: Carl Hamming, Planning Director: Carlye Hansen, Planning Department Secretary; Terry Vermeire, Commission Representative; Greg Bahr, Airport Manager (via telephone) Staff Absent: None Others Present: Sarah Jones, Engineer; Jim Greil, DOWL AGENDA TOPICS Call to order The meeting was called to order at 7:05 a.m., by Jim Jonas, Chairperson. Approval of Minutes A. February 24th, 2021 Motion was made by John Lombardi to approve the minutes from February 24th, 2021; seconded by Tim Casey. Motion passes 6-0. Awarding of Bid for the Bowman Field Apron Project Sara M. Jones, PE, was present at the meeting today with the bid results for the Bowman Field Apron Reconstruction. Significant conversation took place between the Board, Sara Jones, PE, and Jim Greil, representative from DOWL. This included the attached bid Anaconda-Deer Lodge County • Bowman Field • 1022 MT Hwy 48 • Anaconda, MT 59711 1|Page  Anaconda-Deer Lodge County Airport – Bowman Field submission, as well as conversation regarding funding and the FAA. This also included conversation regarding both loans owed back to the Bowman Field from Choteau and Lewistown. (Please see attached documents). Motion was made by Tim Casey to go ahead and move the bid from Schellinger Construction, Co, Inc, on to the ADLC Commission for approval; this was seconded by John Lombardi. Motion passes 6-0 Manager’s Report – Greg Bahr, Airport Manager 1. Mower – The mower is ready to go for the summer months. It has recently been serviced. 2. Painting – The painting that needs to be done will be done at the same time the apron is completed. Tyler stated that the paint is ready to go. 3. Maintenance – There was sign that was hit with the snowplow over the winter. This has been repaired. 4. Mr. Shaw was in the area roughly a month or so ago. Currently, his hangar is still for sale. 5. Beacon – The new beacon has been working great. No issues have come up with this. 6. Lighting – All the lights on the runway have been working well with no issues. 7. Ford Hangar – At this time, John Markin, who is the building inspector for ADLC, is currently waiting for the metal for the Ford’s repair of their hangar. Mr. Markin incidentally was the person who built this hangar many years ago. 8. Greg noted that at this time, he and his wife are in California, but he assures us that the airport is being taken care of by Randy Johnson and several other volunteers. Carlye Hansen reminded Greg to please have all volunteers go up and fill out paperwork with Nilda Zacher, so that all the paperwork is in order regarding insurance liability purposes. Anaconda-Deer Lodge County • Bowman Field • 1022 MT Hwy 48 • Anaconda, MT 59711 2|Page  Anaconda-Deer Lodge County Airport – Bowman Field Flight School Report – Monte Belgarde, Flight School Owner and Instructor Monte Belgarde reported that things are moving along well. Right now, he has seven active students at the flight school. He is looking to build a new hangar and he will be approaching Greg about this in the future. He is also looking for a twin-engine plane, a Cessna 310. This is the reason he will need the much larger hangar. Consultant Report – Jim Greil, DOWL Engineering Consultant Jim Greil was in the meeting remotely, He stated than most everything he had to say was already covered by Sarah Jones, in regards to the Airport Apron and the financials. He did note that the FAA Covid Relief Grant is due at the end of June. He did state that if they had to put off the apron until next year, that the next project which would be the weather station, would need to be moved out another year also. New Business 1. Refencing of SW Corner of property/Appraisal of the property that is currently fenced in. Currently, there is not much to report. They are going to have to find a person who is specialized in these types of appraisals. The Shellenbarger’s do have an easement through airport property to their property. Will also need to seek out the cost of refencing this area. 2. Highway Road Signs Right now, this is in the hands of the MDT, so will probably take a bit of time to get this completed. 3. Planning for Annual Fly-In At this time, it will be hard to get this date set until we know more about the apron project. The board felt that it is important to set a tentative date that can be changed later if needed. Right now, the tentative date for this is August 21st, 2021. 4. AOPA Ambassador At this time, it was noted that we need to have an AOPA Ambassador. Monte Belgarde volunteered and will do this. Miscellaneous / Public Comment Anaconda-Deer Lodge County • Bowman Field • 1022 MT Hwy 48 • Anaconda, MT 59711 3|Page  Anaconda-Deer Lodge County Airport – Bowman Field It was again noted that Mr. Al Messer has resigned from the Airport Board after 30 years of service to the Board and to the airport. Carlye talked to his son, Blaine, as well as Sidra from the Leader. Carlye will get hold of Blaine again and we will try and get a plan together for the paper to do an article and the Board can present him with a beautiful plaque that was supplied by Terry Vermeire. Next Meeting Date Wednesday, June 30th, 2021 Adjournment Motion was made to adjourn the meeting by Tim Casey; seconded by John Lombardi. Motion passes 6-0.
