The meeting was called to order at 7:08 a.m., by Jim Jonas, Ch airperson.
Approval of Minutes

Motion was made by Tim Casey to approve the minutes from September 29 th,2021;
seconded by John Lombardi . Motion passes 4-0.
Manager’s Report / Flight School Report – Monte Belgarde , Airport Manager
Monte Belgarde, Airport Manager, stated that operations are down significantly. What is
normally around 1000 operations per day is down to around 10 operations per day . Most
of this is due to the apron reconstruction project .
Mr. Belgarde states that the apron construction went very well and is only lookin g at a few
small things to finish up, otherwise, it all looks great.

Mr., Belgarde did talk to Colbert Electric, and they have given him a bid on infrared
lighting. At this time, they will need to divorce the two current systems into separate Papi
systems. He is currently waiting on two more bids, and they will need to receive approval
from the FAA.
Regarding the poten tial fire truck, Mr. Belgarde did get the blessing of the purc hase from
Butte-Silver Bow, however, he has had some pushback from Bill Everett, CEO, regarding the
legalities of training and the county’s liability if something were to happen. He is
planning on working on the firetruck this week, and he feels that all the mechanicals will go
well. He will be taking Ben Harris and Ben Andrews from th e ADLC Road Sh op with him
on Friday to look this over. Mr. Belgarde is past certified to work on these. He stated that
when it comes to get ting them into the bay at the airport, this will be tight, but he will be
able to fit it in Bay #2. He stated that he is going to see if the local fire department and
personnel would be able to bring the truck over and he is hoping to join Butte - Silver Bow
training. He also stated that right now there seems to be some question about which fire
district the airport is currently in, be it Lost Creek Volunteer Fire Department or the
Opportunity Volunteer Fire Department. Carl Hamming , Plan ning Director, did verify that
it is the Opportunity Volunteer Fire Department that services Bowman Field and A irport.
Mr. Belgarde still notes that the biggest problem he has is that he is going through about 20
runway lights per week at the cost of $8 to $9 per bulb. He is beginning to feel that the
design of the lights themselves i s the problem.
Regarding the Flight School, this is also down due to many f actors. He cu rrently has 90
operations per month with the school, but right now is down to 2 operations. He states
that right now the simulator is down, but his hoping to bring this back to Anaconda and get
this up and running.
Regarding the FAA Annual Based Aircraft requests, we currently have 6 aircraft registered
in ADLC. Right now , they are looking for four more and Mon te thinks that he shouldn’t
have any problem getting this. This will be needed by 12/17/ 2021. Mr. Greil states that
you can usually obtain a list of aircraft by county and if this is something that we cannot
do, we will lose all f unding for a significant amount of time. It can take many years to get
back on track.

New Business
Jim Geil, Aviation Project Manager, from DOWL, was here today to present his monthly
consultant report to members of the Board (please see attached) .

He stated that regarding the apron reconstruction project, they will be seeding and
painting within the next two weeks of th e area around the apron area only. He will also be
checking with Morrison -Maierle regardin g the runway paintin g for that is fading and
bleeding th rough. They need to have th is done before the end of the warranty period.
Mr. Greil stated thar he received an email regarding an ARPA grant. He thought that he
emailed this to Mr. Belgarde. He will look and see if he can locate this email and send it
to Mr . Belgarde f or signature. Tim Casey asked if a fuel farm would be something that
could be covered by a grant and Mr. Greil stated that grants can cover this.
At this time, Sarah J ones, had n othing more to add and stated that everything was
discussed b y Mr. Greil.
New Business
Discussion/vote on waiving the ground lease fee for Ran dy Johnson
Motion was made for a waiver of ground lease fees, or reimbursement if paid for 2021 - 2022,
for Randy Johnson, who serves many volunteer hours at the Bowman Field Airport ; seconded
by Eric Cortright. Motion passes 4 -0.
