Anaconda-Deer Lodge County Airport – Bowman Field Airport Advisory Board Wednesday, September 28th, 2022 Meeting called by Members Present: John Lombardi, Chairman; John Lombardi, Randy Johnson; Dan Klima; Laura Mancevich Chairman Type of meeting Monthly Meeting Members Absent: Eric Cortright Minutes taken by Carlye Hansen Staff: Carlye Hansen, Planning Department Secretary; Terry Vermeire, Commission Representative; Monte Belgarde, Airport Manager Guests: Jim Greil, DOWL Engineering (via phone) AGENDA TOPICS Call to order The meeting was called to order at 7:05 a.m., by John Lombardi, Chairperson At this time, Ms. Laura Mancevich was introduced as the newest member of the Airport Board and was welcomed aboard. Approval of Minutes Wednesday, May 25th, 2022 Motion is made by Randy Johnson to approve the minutes from May 25th, 2022; seconded by Laura Mancevich. Motion passes 4-0. Manager’s Report Monte Belgarde, Airport Manager, reported that he is having less issues with the new lights. MDT has changed the brand of light necessitated for airports to use and they are working better. He states that they still need to address the transmitter issues with the “phantom” lights. At this time, Jim Greil, Consultant for DOWL, did interject and stated that at this time he does not think that the FTC/FAA will adjust the number of clicks to Anaconda-Deer Lodge County • Bowman Field • 1022 MT Hwy 48 • Anaconda, MT 59711 1|Page  Anaconda-Deer Lodge County Airport – Bowman Field avoid the “phantom lights” and stated that if this is becoming a problem, then perhaps a change in frequency would be more beneficial. Mr. Belgarde stated that air traffic flow is still down, even with the larger jets. Dan Klima asked how Mr. Belgarde keeps track of traffic in and out of the airport. Mr. Belgarde explained that pilots are to use the sign-in sheet in the Pilot’s Lounge, but that only about half of the pilots do this. Mr. Belgarde stated that the County Shop crew came and worked on the snowplow, and it is working well and ready to go for the winter season. Consultant Report Mr. Greil phoned into today to review the Consultant Report that he put together as well as the FAA CIP / NPE Narrative put together by himself and his office. (Please see attached report) There was significant discussion regarding this report and the upcoming projects and financial status of the airport at this time. There are three items that will be occurring. These will be the AWOS system, the fuel system, and the acquirement of the Shellabarger property. Mr. Greil also wanted to remind everyone of the FAA Annual Meeting, which will be held in Helena on October 18th and 19th. Please contact Mr. Greil if you are wanting to attend that event. New Business Lease Agreement Discussion and Renewal Carlye Hansen, Planning Secretary, just wanted to let everyone know that the five-year lease for the hangars has come to the end of its life, and at this time, there needs to be a decision on whether to extend this on for another year, with review again after that time, or go back to the drawing board and renegotiate an entirely new contract. After some discussion regarding this, it was determined that Mr. Belgarde will contact the comparable airports around this area and see what they are currently using for costs in their land lease agreements. After he completes this, Mr. Belgarde will get in touch with the members of the Airport Board and give them the opportunity on what they wish to do regarding this issue. Recap of the 2022 Bowman Field Fly-In Anaconda-Deer Lodge County • Bowman Field • 1022 MT Hwy 48 • Anaconda, MT 59711 2|Page  Anaconda-Deer Lodge County Airport – Bowman Field Mr. Lombardi went ahead and gave a brief recap of the fly-in that was held in August. He stated that the food was handled exclusively by the “Grumpy Old Men”, and it was very easy, as they brought the food, sold the food, and took the profit for their services. There were no monies changing hands on the Airport Board level. There were 4 airplanes that showed up, however, there was a glitch on one of the websites advertising fly-ins, and the wrong date was inadvertently put into the system. There were 12 cars present to the car show and Hardware Hank generously donated cleaning supplies as an award for “Best in Show”. Dr. Tim Casey was also given his plaque for 30+ years of service to the Anaconda Airport Board. Mr. Casey was honored, and multiple family members attended to see him receive this award. The newspaper also did a photo and article on this.
