Board of Health Meeting Agenda

Present: Karan Kunz (BOH), Megan Rediske (BOH), Tami Martin (BOH) (attended by
conference call), Angie Galetti (BOH) (attended by conference call), Dr. Bridgette Baker (BOH),
Mike Huotte (ADLC Commission), Leigh Ann Holmes (Public Health Director), Chad Lanes
(Sanitarian)

1. Meeting called to order at 5:05; quorum initially not met
2. Update on open BOH positions
a. Karan announced that she followed up with Lori Strum with the commission, and
the BOH has one voting position still open. Karan discussed it to Bridgette to see
if she is interested.
i. Karan instructed Bridgette that if she is interested, she needs to contact
Lori Strum and get commission approval.
ii. Karan also got a list of the BOH members along with their appointment
expiration dates. She passed that information around for the BOH
members to remind them of when their appointments expire.
b. Melissa gave an update on the BOH website, it has not been updated with her
being busy with COVID related work, but she is planning on working on it again
when she gets time.
3. Misc. Board information – Karan gave an update on the DPHHS BOH training at
January’s meeting. It is scheduled with the state and will be virtually. Board members
asked if the conference room had the IT equipment to accommodate the training. Chad
said similar trainings had been done before, so the room has the needed equipment.
4. Megan passed around the 2021 BOH meeting dates. She reminded the members that it is
the 4th Thursday of the month, expect for holidays.
5. Public Health Department Report
a. Leigh Ann begun with the COVID – 19 response update
i. She let the board know that the Washoe Park Pool is now the department’s
testing site. The department is testing twice a week and it is drive-thru
testing with people staying in their cars.
b. Quorum was met as Angie Galetti came on the conference call at 5:20, Karan
stated the BOH would approve October’s minutes at the end of the meeting.
c. The Public Health Department is working with the hospital on a Suicide
Prevention Task Force.
d. Leigh Ann gave an update on PLAC (Pintler Local Advisory Council on Mental
Health). The group is going to get restarted, but they are not going to be
connected to the commission like the previous group. Leigh Ann would like an
update on PLAC to be on the next BOH’s agenda.
e. Tami asked Leigh Ann how people could contact and become involved in the
Suicide Prevention Task Force. Leigh Ann said they are collecting names of
people who are interested. Megan and Tami let Leigh Ann know to include them
in this group.
f. Leigh Ann shared the 14-Day Positivity Rate for Deer Lodge and surrounding
counties. Deer Lodge County number has decreased to 13.4 % which is the
lowest in the surrounding area. Leigh Ann stressed that the county is doing well,
but we need to remain vigilant.
g. Leigh Ann went over the full Public Health Department update (see full report as
an attachment)
6. PHEP update – Melissa Rosenleip
a. Local Emergency Planning Council (LEPC) – Melissa stated RJ is interested in
getting this group updated and functioning again. Melissa got a commitment
from Bill Sahter and he wants to make a connection between the police
department and the Public Health Department. The group is planning on meeting
at the end of January.
b. RJ is also looking for feedback regarding chem pack, so they can present this
material at the LEPC.
c. Melissa presented the new COVID quarantine guidelines from the CDC. They
have changed some of the guidelines for the amount of time in quarantine for
some contacts.
i. Leigh Ann stressed that even though ADLC COVID numbers are
decreasing, the Public Health Department is still doing contract tracing
and keeping in touch with everyone that is involved.
ii. Bridgette asked if the hospital will be implementing these new quarantine
guidelines. Leigh Ann stated that they have talked to them about the
updated information, but unsure what the hospital’s procedure will be.
d. Megan asked if the Public Health Department is doing any planning for the
upcoming COVID vaccine. Leigh Ann stated the Public Health Department has
been in meetings with the state every other week regarding this topic.
7. Environmental Departments report (see full report as an attachment)
a. Chad reported that routine inspections are on a case-by-case basis due to the
current pandemic environment. Reinspection of new establishments or changes in
ownership are still occurring.
b. Mark has been following up with COIVD non-compliance complaints in the Tri-
County area. The department has seen more complaints due to the Governor’s
hotline. Chad reported that every place has been receptive to the follow-up. He
gave the example of a local bar that didn’t understand the new rules from the
Governor’s office. After Mark’s education, the bar followed the rules.
c. The Environment Department had finished their junk yard inspections.
d. He reiterated information from pervious meeting that the waste water
development is busy. He foresees this to continue under the weather changes and
gets colder.
8. Leigh Ann had another update that the Public Health Department has received $4500 for
PAT to purchase technology to do virtual visits.
9. She also updated the BOH on the COVID contract employees. Their contracts are done
at the end of the year. The employees know this. The department has a plan to use an
online program to upload COVID contact information into a state data base. The
program was started in Bozeman, and now other counties are using it.
10. October 22, 2020 minutes, Karan brought up an error on 4a as Angie and not Karan
offered the tent.
a. Approved with correction; Tami made the motion to approve the minutes and
Angie seconded, unanimously approved

The next Board of Health meeting will be on Thursday January 28, 2021 at 5 pm at the
Anaconda Community Center, 3rd floor conference room. This meeting will be the DPHHS
BOH training.
