Greenway Service District - February 9, 2023 A. Call to Order B. Board Members: Kay Eccleston, Bob Lazzari, Milo Manning, Mike Patterson, Ed Simonich Public: Jim Kambich, Dan Olsen Staff/Consultants: Brad Archibald, Mike Browne, Joel Gerhart, Brian Holland, Pat Reardon, Dori Skrukrud C. Approval of January Minutes – MP/TG D. Items not Addressed on the Agenda – none. E. Reach Q/R Construction – 2023 I. Bid Schedule – The bid opening for the Reach Q&R Construction will be held on February 22, 2023. The mandatory pre-bid walk through is scheduled on February 13, 2023, at 1:00PM at the Crackerville trailhead. It is expected that a recommendation of bid award will be presented at the next Board meeting – March 9, 2023. II. Task Order No. 29 Approval – The Reach Q&R Construction Oversight Task Order was presented to the Board and approved. KE/TG III. MDT Requirements for Approval – The corrective easement between ADL/DEQ and the Greenway Service District have been filed. Work continues to complete all the requirements of the MDT for a trail easement/encroachment and maintenance agreement – all submittals from the GSD have been submitted, reviewed, and accepted. MDT has suggested that they would consider a “temporary” encroachment permit on the right-of-way and surplus lands prior to the issuance of the permanent easement/encroachment and maintenance agreement. In anticipation of this, staff believes that everything will be resolved and has no reservation about soliciting the construction bid. There is a “claw back” in the bid documents in the event that the approvals have not been received. IV. Trail Dedication – The Board discussed a trail dedication when this construction is complete! F. ICMM/NRDP Update I. The Natural Resource Damage Program has issued a request for abstracts of projects that would be under consideration in the 2023 update of Restoration Plans – Aquatic and Terrestrial. The Intent is to submit a project that is comprised of including funding for the remainder of the unconstructed segments of the Silver Bow Creek Greenway. One critical factor will be the upcoming competitive bid – unit price numbers will be factored into the cost estimates. The Board discussed the project approach and supported including ALL remaining items in the estimates. The Board reviewed a very preliminary cost estimate and discussed items of consideration such as inflation – the Board would like to see the updated tables before authorizing the submittal. II. Long Term ICMM Plan – no update. G. Miscellaneous Updates I. RERC Workshop – There will be an EPA-sponsored “Recreation Economy for Rural Communities” workshop in Butte on February 27-28, 2023. The Board has been invited and encouraged to attend. II. A coalition of counties will submit a planning grant to RAISE (the USDOT Discretionary Grant Program.) Butte-Silver Bow is one of the counties and the focus is planning trail connections from Missoula to Silver Bow County – primarily focusing on the preferred location and connections of the Great American Rail Trail. III. An application in the amount of $75K for a pedestrian bridge in the Durant Canyon segment has been submitted to the Trail Stewardship Program. H. Adjourn/Next Meeting – March 9, 2023 - Butte
