Call to Order (3:01 PM) by Vice-Chair McKenna. Present: Vice-Chair Mary Lynn McKenna, Bob Wren, Rose Nyman, Gayla Hess (HPO), and public per sign-in sheet. 2. Welcome New Member Mary Lynn McKenna welcomed and thanked Rose Nyman. 3. Previous Meeting Minutes Documents: 02-18-21 HRB-MINUTES_1 DRAFT.PDF 03-18-21 HRB-MEETING NOTES DRAFT.PDF Rose Nyman moved to approve the 02/18 meeting minutes and to table the 03/18 minutes pending a correction to include Paula Arneson’s public comment. Bob Wren seconded. Motion passed 3-0. 4. Unfinished Business 4.I. Historic Preservation Plan Updates Gayla Hess: We received 41 survey responses. The Lakota Group is now working on the next part of the HPP. After its release, we will hold community meetings to allow people to comment and provide feedback. I also emailed the Confederated Salish & Kototenai Tribes Tribal Historic Preservation Officer to let them know about our preservation planning, the project website, and will make sure they will be invited to the public meetings. Rose Nyman: I met with Gayla to pass along corrections on the State of the County draft and after review of the West Side Historic nomination, see that many of the errors were taken from that form. 4.II. Preservation Month Planning Mary Lynn McKenna: Copper Village would be happy to host any event. A copy of an old walking tour was found – this can be shared, and the group can consider printing more copies. Bob Wren: Scheduling in May could be difficult for the lecture series HRB Minutes, 04/22/21 1/3  Mary Lynn McKenna: We could ask for businesses like the brewery and building owners to display historic photos through the month of May to highlight restoration and preservation work. New photos are being scanned at the Copper Village each week by a volunteer. She then asked Chris Eamon, Fuller Drug Company building owner, if he had any older photos of the building. Chris Eamon: Would be able to display historic photos in the lobby but not where the two glass displays were as these are now covered. Mr. Eamon then spoke about the ongoing work happening at the Fuller building, formerly the Highland Theater, the challenges (including funding and finding contractors), and the goal to re-do the façade in a theater style. He also spoke about the lobby, displaying old fight posters, the ticket booth, and flooring work that has allowed some space to be used as a weightlifting area. Rose Nyman listed the Washoe Theatre, the library, the post office, the pay office as examples of buildings that have not been altered and noted the Daly Bank as a project which should have photos to highlight the work done there. Bob Wren: Old photos of buildings that have not been altered might be nice to display- could be interesting if old cars were in the pictures Mary Lynn McKenna: A lot of parades were held in the community and those photos show how the buildings haven’t changed. She volunteered to look for old pictures, approach building owners about display for found photos, and to talk to the Leader about writing about the displays. Gayla Hess: Teah of Accelerate and Local Development has been working on a one- page map based on the HistoricMT.org Commercial Historic District tour. I had reached out to Montana Historical Society about a printable version of the tour and they suggested creating our own for those who do not want to use the app. If we choose to print these, the Chamber would pass these out and agreed to print more. 5. New Business 5.I. Elections Gayla Hess: Elections are on the agenda if the board would like to elect a Chair and Vice-Chair. Rose Nyman: Some bylaws specify the Vice becomes the Chair in event of vacancy Mary Lynn Mckenna asked about term length and said that she is willing to serve a year. Rose Nyman moved to nominate Mary Lynn as Chair. Bob Wren seconded. Passed 3-0 Rose Nyman moved to nominated Bob Wren as Vice-Chair with a second from Mary Lynn McKenna. Motion passed 3-0. 5.II. CLG Final Report Annual report (draft) Documents: FINAL PROGRESS REPORT_DRAFT.DOCX HRB Minutes, 04/22/21 2/3  Hess asked the group for any feedback on the draft report and if they were aware of any special impacts on the community. Bob Wren asked if the talks the group would like to plan are included . Mary Lynn McKenna asked about when MDT might install the brown signs. Rose Nyman said that Commission Hart had reported that the signs were made. Gayla confirmed the signs had been received and expects MDT to install this season near the HWY-1 exit and near the Warm Springs exit. 5.111. Learning Opportunity SHPO-featured Movie of the Month is available to view: SHAKESPEARE IN MONTANA- DR. GRETCHEN MINTON , MONTANA STATE UNIVERSITY - YOUTUBE (~lhr) Gayla Hess said that it was interesting to hear about frontiers men reading Shakespeare . Mary Lynn asked if the hour could be counted . Gayla recommended listing it and if not, we can exclude it later. 6. Miscellaneous/Announcements a. Board : Bob Wren asked if the guests would be interested in joining the group. Chris Eamon spoke about his appreciation of history. Rose Nyman mentioned the upcoming TIFD grant cycle and about possibly eligibility of the Fuller building projects for COVID money. b. Public None. 7. Public Comment- This is the time for the public to comment on items NOT appearing on the agenda that fall within the board 's jurisdiction None. 8. Next Meeting: May 20 at 3PM 9.
