Anaconda Urban Renewal Agency Meeting
Wednesday, June 29, 2016 – 12:00 p.m.
Members Present: Adam Vauthier, Jamie Roessler, Kristy McKay, Dawn Dee
Others Present: Jim Davison, Julie K. Pooley
Adam Vauthier called the meeting to order at 12:09 p.m.
Review and Approval of Applications
Jamie Roessler reported that the Pre-Application was previously reviewed and has not changed. Dawn
Dee indicated the question regarding the owner’s taxes should be changed to indicate the question
refers to the owner’s property taxes.
The Technical Assistance application was reviewed. The group determined that although there is some
repetition between the Pre-Application and Technical Assistance Application, it serves to keep it
consistent if changes occur in the interim between the two. Adam and Jamie discussed the importance
of including the taxable valuable of the building in the application. Jamie explained the value is heavily
weighted in the scoring criteria and the ultimate goal is to raise the taxable value. Adam agreed and
noted projects will create more usable spaces.
The Structural Improvement Application is similar to the Technical Assistance Application. Kristy asked if
the URA is responsible or liable if people do something to a property that is listed on the National
Historic Registry. Jim noted this only comes into play if federal dollars are being used. Jamie suggested
adding a click box on the project information sheet instructing the applicant to contact the State Historic
Preservation Officer.
The Infrastructure Application is for external utility projects such as sewer, waterlines, power, sidewalks,
and parking lots. Per Adam’s suggestion, Jamie will add page numbers to all of the applications. In
addition, street furniture will be eliminated as a potential project. Kristy noted there is no way to list
every potential project and suggested having a miscellaneous application to cover those gray areas.
The Façade Application can be used for storefront improvements.
Adam may add a page to the ADLC website in order for people to submit the applications online.
Dawn Dee asked whether the property owner needs to sign off on the application if the building is being
leased. Jamie informed her proof of ownership must be included as an attachment to the application.
Kristy McKay moved to approve the applications; seconded by Dawn Dee.
Motion carried unanimously.

Procedures and Guidelines
Jamie presented the criteria for review to the group. Preliminary criteria includes: Benefit to District,
Conforms to TIF Goals and Objectives, Degree of Matching Funds, and Applicant’s Prior Performance. In
order to figure out the points for scoring purposes, the weight of each category must be determined.
Jamie prefers smaller numbers for scoring. Adam agreed because it keeps the scoring black and white.
The group added additional criteria and determined the following weights for a maximum weighted
score of 28:
• Benefit to District = 3
• Need = 3
• Goals = 2
• Commitment = 1
• Budget = 2
• Matching = 3
Next Meeting
The next meeting will take place Wednesday, July 6th at 12 p.m. to finalize the procedures, guidelines
and scoring criteria. After this is finalized it will be brought before the Commission along with a budget
request.
