Minutes Wednesday April 27th 2022 12 PM Anaconda Deer Lodge County URA TIF Board Community Service Center 3rd Floor Conf. Room I. Call to Order and Roll Call A. Jim Davison calls order to meeting at 12:02 PM B. In Attendance: Dawn Dee, Rose Nyman, Carl Hamming and Jim Davison C. Absent: Kristy McKay D. Other Present: Adam Vauthier, Teah Fuller & Janice Hagan Delaney II. Approval of Minutes from March 30th, 2022 Meeting A. Rose Nyman has a correction on spelling of “Janice Hagan Delaney” Throughout the minutes. B. Dawn Dee motions to approve with corrections, Rose Nyman seconds and it passes unanimously. III. Financial Report A. Adam Vauthier give the board an update on the financial report. He explains that next month his office will be sending out certified letters for extension requests or final invoices. He explains that there is a balance of $61,823.23 Rose Nyman asks about extension dates on the sheet. Adam corrects the dates for the board. IV. Unfinished Business V. New Business A. URA Administrator Contract i. Adam explains that the administrator contract is up in August. 1. Rose Nyman asks what Adams feelings are on being the URA Administrator. Adam explains that his organization likes being the administrator and can still handle this work. He doesn’t feel another administrator will do the same work for the same cost. He also explains that if the URA decides to go a different route Discover Anaconda would understand. 2. The board discusses the history of the URA and how they got to this point with the contract. Rose Nyman has some concerns. She thinks some invoices provided to the county from Discover Anaconda do not provide enough detail. She thinks applicants need to be identified in the invoices. Rose also stated that charging time for this is not transparent enough. The board discusses transparency and what the public should be aware of and how and where discussions with applicants should take place. 3. Carl explains that the county has thought about taking this administration in house, but he would not be excited to take on this task. Carl Hamming also states that Discover Anaconda has done a fine job administering the URA. 4. Jim Davison feels that “If it isn’t broken, don’t fix it.” Jim Davison explains Discover Anaconda can work on somethings, but are doing a fine job. The board has discussion on what the public has been saying about the URA. 5. Rose Nyman is concerned that the administration turned over to “greenhorns” would be very detrimental to the URA. 6. Dawn Dee suggests a public forum for URA explaining what the URA is and how it works. Janice Hagan Delaney asks if the Leader makes banners to hang banners about URA? The 1  board discusses this. Carl Hamming suggests that this topic be put on the agenda for the June meeting. VI. Miscellaneous/Announcements A. VII. Public Comment – This is the time for members of the public to comment on items NOT appearing on this Agenda that are within the Board’s jurisdiction. VIII. Adjournment A. Jim Davison adjourns the meeting at 1:01pm. 2
