CALL TO ORDER Chair Traini convened the Special Assembly Meeting of November 3, 2017 at 12:00 noon . 2. ROLL CALL PRESENT: Dick Traini, Forrest Dunbar, Christopher Constant, Eric Croft, Amy Demboski, Fred Dyson, Suzanne LaFrance, Pete Petersen, Felix Rivera, John Weddleton EXCUSED: Tim Steele A quorum was achieved with 10 Assembly members present. 3. PLEDGE OF ALLEGIANCE Assembly Member Rivera led the pledge. 4. ITEMS OF BUSINESS 4.A. Ordinance No. AO 2017-133, an ordinance of the Municipality of Anchorage, Alaska, authorizing a ground lease for certain real property of the Municipality of Anchorage; authorizing a Facility Lease and Trust Agreement and approving a plan in which a trustee will execute and deliver Certificates of Participation in lease payments to be made by the Municipality for the purpose of financing certain pension liabilities of the Municipality; and delegating to the Chief Fiscal Officer approval of final lease rates and terms of said Certificates of Participation, Finance Department/Public Finance. 4.A.1 . Assernbly Memorandum No. AM 707-2017. (CONTINUEC FROM 10-24-17.) Clerk's Note: AO 2017-133 had no motion pending from the Regular Assembly Meeting of October 24, 2017. Chair Traini continued the public hearing from the Regular Assembly Meeting of October 24, 2017. There was no one to testify and he closed the public hearing. ROSS RISVOLD, Public Finance Director, spoke. ROBERT HARRIS, Chief Fiscal Officer, spoke. Fred Dyson moved, to approve AO 2017-133 Eric Croft seconded , and this motion PASSED 10-0. AYES: Pete Petersen, Dick Traini, Forrest Dunbar, Christopher Constant, Suzanne LaFrance, Eric Croft, John Weddleton, Felix Rivera NAYS: Amy Demboski, Fred Dyson EXCUSED: Tim Steele 5. ADJOURNMENT Christopher Constant moved, to adjourn the Special Assembly Meeting of November Fred Dyson seconded, 3,2017 and this motion PASSED 10-0.
