MINUTES ANDERSON REDEVELOPMENT COMMISSION December 9, 2019 PUBLIC MEETING Brief discussion followed. Mr. Winkler stated he would 5:00 p.m. get with Mr. Leser to get new quotes. Room 105, Conference Room #1 120 East 8th Street Mr. Winkler stated the former Baxter building and the Anderson, IN 46016 Marsh building on Nichol as well as 1123 Meridian Street would need to be checked for winterization. MEMBERS PRESENT Ms. Bauer, Commission Attorney, stated there is a Richard Symmes, President heating issue in the former Baxter building that is Aspen Clemons, Secretary/Treasurer becoming more significant. Kevin Sulc Mr. Eicks entered the meeting. David Eicks Mr. Winkler stated he would make the necessary calls STAFF PRESENT to make sure Baxter building was winterized. Ms. Clemons seconded and asked to see ROLL CALL AND DECLARATION OF QUORUM quotes when they come in. Motion passed Ms. Soetenga, at 5:00 pm., established a quorum with unanimously; 4 yes, 0 no. three (3) members present. UPDATES MINUTES Mr. Sulc moved to approve the November 12, 2019 Nichol/Raible Redevelopment minutes as presented. Ms. Clemons seconded. Motion Mr. Brown, citizen, inquired about the status of the passed unanimously; 3 yes, 0 no. donation of the Speedway property. Mr. Winkler stated Speedway was working through the lengthy FINANCIALS / INVOICES internal process of donation and every indication is Commission members reviewed financials and they are willing to donate. The City needs to be invoices. Mr. Sulc requested, moving forward, a careful to understand the environmental status before balance sheet be provided for the Substation anytime accepting the property. a new expenditure is being requested. Mr. Brown inquired about the current communication Mr. Sulc moved to approve the financials and invoices with the Pawn Shop. Mr. Winkler stated other than as submitted. Ms. Clemons seconded. Mr. Plichta stated the project cost has doubled now totaling approximately 1.6M. Members expressed their appreciation for the work completed. Downtown Redevelopment Mr. Winkler stated both the Tower and Beverly Terrace Apartments are complete. Ms. Bauer stated they are in the process of verifying documents to be signed and it appears funds will be ready to be released by the end of the year. Mr. Winkler stated he recently received a call expressing interest in the Lincolnshire Apartments. Mr. DeLaBastide, inquired if there was an update on the Delaware Courts Apartments. Mr. Winkler stated his understanding was the current owner paid back taxes and is now current. Brief discussion followed. Ms. Clemons inquired whether the Beverly Terrace Apartments were all finished. Ms. Bauer stated according to the project agreement they have achieved what was asked of them. Mr. Winkler stated all completed units are leased in both Tower and Beverly Terrace. I69/MLK Development Mr. Winkler stated there has been lots of activity in the area including a Nestle expansion coming before the City Council this week. Mr. Winkler stated he anticipates more announcements in the future. Scatterfield West/GM Properties Mr. Winkler stated Italpollina broke ground and their request for real estate tax abatement will be considered by the City Council this week. Mr. Brown inquired as to who he would need to contact regarding the condition of the railroad tracks near Mounds Road and Scatterfield. Mr. Winkler stated CSX would need to be contacted. Mr. Winkler stated Mr. McKinney was unable to make the meeting but stated in an email there was nothing new to report and there still is a hope that remediation will be complete by year’s end. Ms. Soetenga confirmed with Commission Members the first meeting of year falls on January 7th and the Page 2
