ANDERSON REDEVELOPMENT COMMISSION
April 13, 2021
PUBLIC MEETING the current price schedule. Mr. Winkler stated they

STAFF PRESENT Mr. Davenport made a motion to approve a one-year

Mike Austin, Commission Attorney Eicks seconded. Motion passed unanimously; 4 yes,
0 no.
OHTERS PRESENT
Doug Whitham, City Controller Agricultural Lease of property at Exit 226
Darren Grile, Anderson Light and Power Mr. Winkler stated the agricultural lease with Bruce
Lori Sylvester, CATS Land Farms Inc. for tillable acres owned by the ARC
Anikka King, Economic Development Dept near Exit 226 is in need of an extension. Mr. Winkler
stated grain prices are not what they were in 2018

when the contract was originally awarded and the
current lease rate of $226.00 is a good price. Mr.
ROLL CALL AND DECLARATION OF QUORUM
Winkler stated Mr. Land has done an excellent job

unanimously; 4 yes, 0 no. Mr. Winkler briefed members on Nestle’s request to
add a third line on the south side of the existing spur.
BUSINESS Mr. Winkler stated the Commission owns the
Mowing of ARC owned Properties infrastructure and the ground. The additional line
Mr. Winkler informed members the current contract would be used for car storage. Mr. Winkler stated
with Select Lawn Services was only renewable Nestle will pay for the design, construction and
through the 2000 season and would need an inspection of the rail line and then would dedicate it
extension for the 2021 season. Extension would be at back to the Commission. Mr. Winkler informed
members there was discussion concerning selling the
spur to Nestle, however, John Paul owns prime
property adjacent and selling the spur would
significantly limit options in the future. Brief discussion
followed. Mr. Austin stated he provided a draft outline
of an agreement giving permission to proceed. Mr.
Austin added it seems to be a win win for everyone.

Mr. Washington made a motion to proceed with a
comprehensive written agreement allowing Nestle to
proceed with the construction of a third rail spur to be
dedicated to the Anderson Redevelopment
Commission upon completion and Mr. Davenport
seconded. Motion passed unanimously; 4 yes, 0 no.
MISCELLANEOUS
Mr. Winkler informed members of a roof issue at the
former Baxter Control building, 2691 Nichol Avenue.
Mr. Winkler asked to have estimates gathered for the
repair. A consensus was reached to gather estimates.
Mr. Winkler stated the Anderson School Board
meetings are at the same time as the Commission’s
meeting and Ms. Airhart is not able to make most
meetings. Brief discussion followed. Mr. Washington
stated he already had planned for the second Tuesday
every month on his calendar.
Ms. Anikka King, Economic Development Department,
asked commission if the monies set aside for the
Edgewood Plaza project from the Nestle Tax
Abatement could be used for planning. Brief
discussion followed. Mr. Symmes stated it would
need to be checked into. Mr. Washington stated he
would read the abatement paperwork and submit a
proposal.
Mr. Davenport made a motion to adjourn at 5:28pm.
