Advisory Commission Meeting Minutes
Monday, September 11, 2017
Andover YMCA Community Center
In Attendance: Frank Kellogg, Allison Boes, Don Schmeichel, Erick Sutherland (left at 6:55), Tony
Peterson, Val Holthus (arrived at 6:30 pm), Tony Howard (arrived at 6:55 pm).
Absent: Ted Butler
Frank Kellogg called the meeting to order at 6:03 pm
Mr. Kellogg lead a moment of silence observing the 16th Anniversary of the attack on 9/11
Agenda Approval
Agenda approved as written. Motion by Tony Peterson, Seconded by Don Schmeichel to approve meeting
agenda. Motion carried unanimously.
Approval of Minutes
July 10 - Motion by Tony Peterson, Seconded by Allison Boes to approve meeting minutes. Motion carried
unanimously.
2018 Budget - Motion by Tony Peterson, Seconded by Allison Boes to approve proposed 2018 Budget.
Motion carried unanimously.
RFP Update
Erick distributed a handout that was provided by Jim Dickinson which outlines a draft of the Andover
YMCA Community Center RFP as well as a copy of a map outlining the city’s master campus plan. Mr.
Dickinson has asked the commission for their input on items 2 & 3 on the RFP.
Allison indicated that she still has not heard the results from the grow assessment that the YMCA did last
year. She will contact Anita to confirm items listed on the RFP are in fact still applicable.
Questions commission members have for the RFP are:
▪ Sr. Center and Youth Center was proposed as a shared space but is listed as two separated spaces on
RFP.
▪ Tony Peterson questioned what the $75,000 spend that was approved by city council is being used
for – is it for this RFP process?
▪ Separate the Indoor and Outdoor Ice Sheets – don’t group the two areas together
▪ Clarify that the sq ft. listed are accurate
▪ Clarify what the security and lighting listed entails
▪ Will the city master campus plan map be included with the RFP?
▪ Add Splash pad to list.
▪ How does the schedule work within the Public Works expansion?
▪ Tony P. felt that a 11-month construction time frame was not enough
▪ Typo on RFP (3rd bullet item) under #3. Scheduling. Receive Bids: February – March 2018 should
read 2019.

Mr. Kellogg directed the commission to review the proposed RFP and have any final comments to Erick by
5 pm on Thursday, September 14th. Tony Peterson will send questions regarding the project schedule to Jim
Dickinson directly.
Calendar – Commission reviewed the proposed commission meeting calendar. October’s meeting will
include a facility tour.
The commission also thought it would be a good idea to receive an update on programs, stats on attendance,
what programs are being offered, which are best attended, what direction programs have taken, how we’ve
increased revenue, etc. It was requested to look at the past 3 years. Mr. Kellogg requested that information
be presented at the October meeting and then for the November meeting, the commission would like to
recap the information and have discussion.
The holiday dinner meeting location suggestions included Acapulco, T-Box and Kendall’s Tavern and
Chophouse.
Looking ahead, the commission would like to tour other facilities who have unique spaces allowing us to
learn from their experiences.
AHYHA Update
Tryouts begin 9/25, new scoreboard will be installed in October. The high school teams are getting new
rubber matting in locker rooms and the boys are making new lockers. The Fall Jr. Huskies program began
on Sunday, Tony will obtain participant numbers and bring to the commission.
YMCA Update
Summer programs have ended so transitioning into Fall programs. More than 700 youth will be participating
in swim lessons at the Andover YMCA. A new paddleboard yoga class has been implemented, called
WAVE. The Y Golf tournament will be held next week and is expected to raise around $20,000. The
tournament will be held at Majestic Golf Course. The Get Summer program was very successful (free
membership for teens throughout summer). Allison should have program statistics from this program for the
commission to present in October.
ACC Update
Staff reviewed the monthly report which was included in packet.
Commission Input
Mr. Kellogg felt that including the City Council in the October tour would be beneficial. Staff will contact
Jim to check if council can attend. Commission also would like to see what collaborations and partnerships
the Andover YMCA and Community Center have in place. What is the economic impact and look at what
the true value of our facility is.
Next meeting will take place at Andover YMCA Community Center at 6 pm on Monday, October 9, 2017.
