1 1 2 VILLAGE OF ANGEL FIRE 3 Airport Transport Committee Meeting Minutes 4 Tuesday August 15, 2024 at Village Hall 5 Call to Order 6 Mayor Lindsey called the meeting to order at 10:03AM 7 Pledge of Allegiance 8 Mayor Lindsey called for the Pledge of Allegiance 9 Roll Call 10 Present were Mayor Lindsey, Jacque Boyd, Lawrence Davis, Mark Manley, Frasier McPhee, Bert Leman, 11 Jeff Gilmer, Glen Tillery, also attending via Zoom were Mike Provine and Brad Reitmeyer. A quorum was 12 present. 13 Approval of Agenda 14 Only one agenda item exists for today and that is to discuss “The Transfer of the Colfax County Airport 15 to the Village of Angel Fire”. For the next meeting, we will need to elect a Chair Person and Secretary. 16 Approval of Consent Agenda: 17 None. 18 Old Business: 19 No old business. 20 New Business: 21 22 A. Discussion regarding “The Transfer of the Colfax County Airport to the Village of Angel 23 Fire” 24 a. Mayor Lindsey indicated how beneficial it will be when the airport is managed by the 25 Village of Angel Fire, but we need a Business Plan for how the airport will be transferred; 26 b. Glen Tillery added that the Village of Angel Fire needs an airport to operate 7 days/week in 27 which has NOT been happening under the management of Colfax County; 28 c. BJ added that Colfax County cannot afford to pay the Grant match amount whereby Angel 29 Fire can keep the grant by funding the grant match amount; 30 d. Mark Manley from Angel Fire Resort wanted to reiterate that all the stakeholders want this 31 transfer of the airport, the Resort is also willing to fund 50% of the required grant match 32 amount, and mentioned that as an example, looking at the Vail airport which started out very 33 small similar to Angel Fire is now thriving, adding that now with a grant to allow charter 34 flights once per day, the Village can shoot for a 5 to 10-year plan in getting regularly 35 scheduled flights in and out of Angel Fire. 36 e. Glen Tillery reinforced Mayor Lindsey’s recommendation to get a Business Plan going; 37 f. Someone from the Public said the Village needs Hanger space to protect planes from adverse 38 weather; 39 g. Mayor Lindsey reminded the group that the new grant will allow for Hanger space, either 1 40 large hanger or several smaller hangers, but we need to analyze the facility, look at 41 opportunities and threats and lock in a Business Plan. 42 h. Jacque Boyd requested a list of pending grants from Colfax County, and suggested a 43 memorandum of understanding (MOU) be signed between Angel Fire and Colfax County 44 before spending money on the airport project; 45 i. Jeff Gilmore mentioned Colfax County might require a Resolution but was not sure if a 46 MOU might suffice; 47 j. Mark Manley suggested that Legal identify how the Village should operate the airport and 48 believes this could start with a Resolution; 2 49 k. It was unanimous that hiring a consultant to build a Business Plan was necessary to help 50 guide Angel Fire and consider bureaucratic implications along with it; 51 l. There were several discussions from the public around who would serve as the Angel Fire 52 FBO and in order to procure a FBO would require an RFP; 53 m. Frazier McPhee and Glen Tillery proposed to put their heads together with the airport 54 knowledge they have and come up with a starting point for business plan; 55 n. Next Steps: 56 1.Mayor Lindsey asked everyone to look into a consultant who could pull off a solid 57 Business Plan for the transfer of the Airport to Angel Fire; 58 2.Mayor Lindsey will look into any pending or outstanding grants that Colfax County 59 might have; 60 3.Discuss with Legal to identify a form of documentation (MOU or Resolution) that 61 would solidify a commitment on Colfax County to allow Angel Fire to spend funds 62 on building a business plan without risk of the County changing their mind. 63 4.Resolutions being drafted 64 o.
