VILLAGE OF ANGEL FIRE Angel Fire, NM 87710 (575) 377-3232 PUBLIC NOTICE Recreation and Trails Committee Minutes Thursday, August 8, 2024 at 9:00 a.m. at the Community Center Call to Order: Matt Billingsley called the meeting to order at 9:04 a.m. Roll Call: Present: Jeff Weeks (Counsel Representative), John Carmack, Tim Kelly, Matt Billingsley, Attila Bality, Chris Sorensen, Shay Tibljas (Village Representative) and Patrick West (Resort Representative). Absent: Lonny Natter. Announcements: None. Comments/Questions from Community/Audience Members: Elliot Rodda introduced as interested community member in attendance. Approval of July 25, 2024 Minutes: Approved by consensus. Review and Approval of Agenda: Approved by consensus. Action Items: WHO WHAT WHEN Tim Create spreadsheet of all action items 8/22/2024 Tim Maintain inventory/record of all Committee documents until Ongoing method for storage is available through Village resources Attila Update Charter draft document with comments discussed at 8/15/2024 meeting and recirculate for final approval All Review and provide approval of Chater document in time for 8/18/2024 presentation to Village Council meeting on August 27, 2024 Shay Discuss with Jenna Pepper to make aware of the level of 8/22/2024 involvement anticipated with the Committee Shay Gather information related to prior efforts to extend Frank 8/22/2024 Young Trai for review by Committee. Attila Add new members and related parties to Committee email list 8/15/2024 (Jackie Farmer, Elliot Rodda, Jenna Pepper) Jeff Check with Brett Weir regarding method to pay for/reimburse 8/22/2024 members for Committee Expenditures Jeff Get materials ready for presentation to Village Council 8/20/2024 meeting on August 27, 2024 Matt Make presentation regarding Committee matters and approvals 8/27/2024 to Village Council meeting on August 27, 2024 Agenda Items: A. Status Reports on Prior Action Items. • A fillable trails assessment form has not yet been completed. • The Village is implementing a whole new system that will accommodate committee document storage. Rocky Lira will be in charge of. Until the new system is up and running, Tim will maintain an inventory/record of Committee. documents. • Jackie Farmer will be the AAFPO representative to the Committee. • Jenna Pepper will be the High School Liaison to the Committee. She will not likely be able to attend meetings on a regular basis and will be primarily be consulted on matters impacting or located near the High School. • Tim will create a spreadsheet that will include a listing of all Action Items. B. Finalize and Approve Charter Charter Document was reviewed and additional edits made. Attila will update the document and recirculate for final review and approval. Approval will be made by email so that the document can be made available in time (one week in advance) for presentation to Village Council on August 27, 2024. C. Determine Other Items for Presentation to Village Council on August 27, 2024 (i.e. add Recreation, New Committee Members) and Method/Process. Jeff will get materials available for meeting and Matt will make presentation at Village Council meeting on August 27, 2024 regarding: A. Addition of Recreation to Committee Title/Responsibilities and Elimination of Pedestrian from Trails (i.e. to be known as Recreation and Trails Committee). B. Approval of Jackie Farmer and Elliot Rodda as Committee Members. C. Approval of Charter. D. Approval of Trails Assessment Checklist. D. Review Grants Available for Trail Extensions (decide on next steps and timelines given grant deadlines). • Trail Plus Grant (regarding expansion of Frank Young Trail) due in March 2025. • Recreation & Parks Grant (regarding expansion of Allen Fields and related recreational facilities) due on August 30, 2024). Shay is working on, meeting with engineers. • Will focus on Frank Young extension trail at next meeting on August 22, 2024. Shay will gather related documents from prior efforts. E. Discuss Results of Discussion with Loren Bell with ECTA and decide on next steps. Tabled until next meeting on August 22, 2024  F. Determine Next Meeting Date/Time/Location and Agenda Items. Next meeting will be Thursday, August 22, 2024 at the Community Center. Agenda Items will include: • Status Reports on Prior Action Items. • Decide on next steps regarding Frank Young Extension Trail • Discuss Results of Discussion with Loren Bell and ECTA and decide on next steps.
