VILLAGE OF ANGEL FIRE Angel Fire, NM 87710 (575) 377-3232 PUBLIC NOTICE Recreation and Trails Committee Minutes Thursday, September 5, 2024 at 9:00 a.m. at Village Hall Call to Order: Matt Billingsley called the meeting to order at 9:04 a.m. Roll Call: Present:, John Carmack, Tim Kelly, Matt Billingsley (via Zoom), Chris Sorensen, Shay Tibljas (Village Representative – via Zoom), Lonny Natter, Elliott Rodda, Jeff Weeks (Council Representative) and Patrick West (Resort Representative). Absent: Attila Bality. Announcements: Elliott Rodda wanted to acknowledge that the Resort was working on the Coyote to Powerline trail and that it was a very good job. Patrick reported this was part of AFFPO funding. Comments/Questions from Community/Audience Members: None Approval of August 22, 2024 Minutes: Approved by consensus. Review and Approval of Agenda: Approved by consensus. Action Items: WHO WHAT WHEN Matt Scan and send-out examples/outline to use for roadmap for 9/19/2024 Comprehensive Plan Patrick Begin initial inquires with Resort personnel about using the 9/19/2024 sewer line easement across Resort owned property for the Frank Young Extension trail All Look at trail design/construction/ at Monte Verde Lake (from 9/19/2024 south parking lot/restrooms going north) as possible design construction method for Frank Young Extension trail. Agenda Items: A. Status Reports on Prior Action Items. The Status Report on Prior Action items was reviewed. Matt has completed the fillable trail assessment form. The presentation to Village Council was on August 27, 2024 and the Committee’s Charter was approved. B. Presentation on the Recreation and Trails Committee’s role in the development of the Village Comprehensive Plan. Matt reported that spearheads from each committee to be central to development of the Village Comprehensive Plan. A Village Comprehensive Plan meeting is scheduled for October 30, 2024, by which time the Recreation and Trails Committee needs to come up with a road map/plan to present. The roadmap/plan should be a 5 to 10 year plan. The goal is to have the Comprehensive Plan completed by early 2025. Matt passed around some examples of a template to follow in devising the roadmap/plan for our Committee. He will scan and send out to the Committee members so that they can examine in more detail before the next meeting. We will include as an agenda item for the next meeting a work session for developing the Committee’s roadmap/plan for the Comprehensive Plan. C. Review Trails + grant criteria and provide initial narrative ideas for the Frank Young Extension Trail project. Summarize discussion from Frank Young trail alignment scouting walk. Routing the extension along the sewer easement seems very doable Routing to the High School is less obvious and will likely need a bridge. Possible alignments include along an existing power line easement, or starting further south which may preclude a further bridge or culvert crossing The Tier 1 grant is for up to $100,000 with a 2:1 match. Tier 2 grant is for $100,000 to $500,000 with a 2:1 match. The project/grant will likely be done in phases. A conversation with Dennis Engineering has been started regarding design and cost to build the trail. The plan is to submit the grant application to Village Council on September 24th for approval, so that it can be submitted by the September 30th deadline. Patrick will begin initial inquires with Resort personnel about using the sewer easement across resort owned land for the proposed trail. Patrick indicated a good trail design may be similar to that the Resort has been redoing around Monte Verde lake and encouraged Committee members to look at the trail section near the south parking lot and restrooms going toward the north. By consensus, the Committee supports moving forward with a Tier 1 grant request for at least design, engineering and property right away issues, and a Tier 2 request if also possible. D. Review NMDFA City Park Improvements grant criteria and provide initial narrative ideas for Allen Fields grant application. This grant application was submitted on August 31, 2024. It is for $700,000 with no match required. E. Other Business. Patrick asked that the Committee include as a future agenda item/project a joint effort by the Village and Resort to update signage and maps with a QR code at the kiosks at the various Village and Greenbelt trails. F. Determine Next Meeting Date/Time/Location and Agenda Items. Next meeting will be September 19, 2024 at 9:00 at Village Hall. Agenda Items for the next meeting will be: A. Status Reports on Prior Action Items B. Workshop on the Recreation and Trails Committee’s Roadmap for the development of the Village Comprehensive Plan. C. Review status of Trails + grant and provide further recommendations/input regarding the grant application for the Frank Young Extension Trail project. D. Discuss and provide further input as to the alignment of the Frank Young Extension Trail to the High School. E. Review list of ideas regarding projects ECTA could help the Village with and decide on next steps regarding potential contract with ECTA. F.
