VILLAGE OF ANGEL FIRE Angel Fire, NM 87710 (575) 377-3232 PUBLIC NOTICE Recreation and Trails Committee Minutes Thursday, October 3, 2024 at 9:00 a.m. at Village Hall Call to Order: Attila Bality called the meeting to order at 9:12 a.m. Roll Call: Present: Tim Kelly, Matt Billingsley (via Zoom), Chris Sorensen, Jeff Weeks (Council Representative), Attila Bality. Jackie Farmer (AAFPO Representative). Absent: John Carmack, Shay Tibljas (Village Representative), Lonny Natter, Elliott Rodda, Patrick West (Resort Representative) and Jenna Pepper (MV High School Representative) Announcements: None Comments/Questions from Community/Audience Members: None Approval of September 19, 2024 Minutes: Approved by Consensus Review and Approval of Agenda: Approved by Consensus with deferment of Item E – Skate Park, to next meeting. Action Items: WHO WHAT WHEN Chris Coordinate with Shay regarding inspection of Village Trails 10/16/2024 using new fillable form. Attila Work to resolve email issues. 10/16/2024 Attila Develop proposal to present to Comprehensive Planning 10/30/2024 Committee meeting on October 30th regarding the planned process to be used by the Recreation and Trails Committee for input into the Comprehensive Plan. Attila Follow-up with Loren Bell of ECTA to arrange in-person 10/16/2024 meeting with the Committee. Jeff Check with Mayor Lindsey to see if a regional meeting of 10/16/2024 mayors exists, and if so, discuss the extent of ECTA participation by the various communities. Matt Contact Oliver and invite to next meeting in regards to 10/16/2024 discussion of the skate park. Agenda Items: A. Status Reports on Prior Action Items. Chris will coordinate with Shay inspection of Village Trails using the fillable form developed by the Committee and approved by Village Council Attila will work to resolve e-mail issues B. Review list of ideas regarding projects ECTA could help the Village with and decide on next steps regarding potential contract with ECTA. List of ideas of ideas regarding projects ECTA could help Village with was reviewed. Other ideas discussed that ECTA could potentially help with include facilitation of Community Forum to help with ideas for Comp Plan. Participation by other communities should be discussed at regional mayors’ meeting, if such meetings still exist. Jeff will follow-up with mayor Lindsey to see if such regional meetings exist, and if so, and ask that ECTA participation be discussed. Attila will follow-up with Loren Bell to arrange an in-person meeting. C. Develop Goals for the Recreation and Trails Committee’s applicable to the Village Comprehensive Plan. The Comprehensive Planning Committee is developing a template for each committee to use for development of the Village Comprehensive Plan. The template should be approved at the next Comprehensive Planning Committee on October 16th. A Comprehensive Planning Meeting of all Committee Chairs is scheduled for October 30th. We agreed that the process for the Recreation and Trails Committee to identify goals and objectives is to first identify problems to be solved. That is to identify issues/challenges/ opportunities for recreation and trails in the Village. Attila will develop a proposal regarding the Recreation and Trails Committee’ planned process to present at the October 30th meeting We will allocate time at the next meeting to the identification and development of issues/challenges/opportunities D. Review status of Trails + grant and any provide any further recommendations/input regarding the grant application for the Frank Young Extension Trail project. The Village will not try to submit a Trail + grant by the September 30, 2024 deadline. The next deadline is now December 30, 2024. The Committee discussed that the Village may want to just go ahead and pay for the trail design, then apply for the grant to construct the trail. The Village may want to determine if the design was to be paid for up-front, could that be counted as part of the match for the grant.  The Committee also discussed that ECTA possibly could help facilitate with all parties involved to help with the steps involved the potential trail expansion and grant application process. E. Discuss and Determine Criteria for Skate Park and Pump Track. Tabled until next meeting. Matt will contact Oliver and ask that he attend the next meeting. F. Determine Next Meeting Date/Time/Location and Agenda Items. Next meeting will be October 16, 2024 at 9:00 at Village Hall. Agenda Items for the next meeting will be: A. Begin to develop issues/challenges/opportunities for the Recreation and Trails Committee for eventual inclusion in to the Village Comprehensive Plan. D.
